Agency/Locality Readiness Liaison Analyst supporting agencies with the roll-out of the Cardinal HCM project

Overview:

We are seeking an Agency/Locality Readiness Liaison that will guide localities through Organizational Change Management (OCM) issues during the statewide implementation of Human Capital Management (HCM). The Liaison will work with state agencies and localities to provide guidance and support as these organizations assess the level of impacts to their business processes, systems, and technology, and how best to respond internally. Candidates should have a general understanding of how people transition through change as well as knowledge of organizational change management principles and methodologies. Ideal candidates should also have a familiarity with project management approaches, tools, and phases of the project lifecycle.

The Liaison will work with agencies, localities and project resources to drive successful change adoption and must be confident in navigating all levels within the organization. Candidates must be flexible, adaptable, collaborative, and open-minded to meet changing program needs and requirements.

Required Technology:
•Microsoft Office Word, Excel, and PowerPoint

Knowledge, Skills, and Abilities:
•Experience with Human Resources, Benefits Administration, Payroll, and/or Time and Attendance software/business processes.
•Ability to work independently and as part of a team.
•Demonstrated ability to analyze, define, and balance project requirements and locality needs.
•Exceptional interpersonal skills and superior oral and written communication skills.
•Knowledge of change management principles, methodologies, and tools.
•Ability to manage ambiguity and apply problem-solving skills.
•Ability to employ research and critical thinking skills.
•Demonstrated ability to escalate issues to project team, when appropriate.
•Ability to be cautious, thoughtful, and a good listener. Liaisons are expected to adhere to communication protocols and route any inquiries that are outside of their purview to appropriate project resources.

Responsibilities include, but are not limited to:
•Foster strong, healthy working relationships between project teams and localities.
•Facilitate communication to increase awareness and locality ownership.
•Promote locality support and identify impediments to collaboration, compliance, and readiness.
•Strengthen commitment of localities to proactively identify opportunities for, and act on, internal change initiatives.
•Proactively identify resistance to change and possible causes, and provide guidance on resolution.
•Assess locality change readiness and potential impediments in change impact.
•Help identify, analyze, anticipate, and escalate exposure to risk, while ensuring localities manage their own change.
•Always be an advocate and voice for the project.

Detailed activities include, but are not limited to:
•Meet with assigned agencies/localities on a regular basis (at least once per month, more often during high activity and deployment) to discuss progress on readiness activities and issues.
•Work with agencies/localities to identify and address potential sources of resistance to change within the locality and to identify and respond to unique organizational factors that may enhance or detract from the localitys readiness.
•Monitor and track completion of locality tasks, in accordance with the project schedule, and follow up with localities.
•Monitor and provide input to the project on locality readiness for the implementation.
•Adhere to project standards, project schedules, and have a clear understanding of the scope of
