Designated agents and guides are licensed to these specific business entities. A designated agent is the individuals(s) licensed who is responsible for the outfitter business entitys operation. Often they are also licensed as guides. As part of the licensing process, client assigns to outfitter business entities one or more of approximately 2,500 lands and/or water based "operating areas" where activities can be provided by guides on behalf of the business entities to which they are individually licensed. Examples of information inputted, maintained and reported from the client licensing data base that the contractor will need to develop and maintain through this (PSO) include but are not limited to: the outfitter business entity name, contact information, assigned activities, operating areas, as well as the name, contact information, training and relational data of activities, assigned areas of licensed designated agents &guides who provide client services on the business entitys behalf. Also, included are various fees, other financial transactions, and various disciplinary actions. All entrees are "face sheeted" and maintained in this date base which can be reported via hard copy. Much of this data is maintained annually for historical purposes. There are multiple data entry forms, tables, and etc. associated with licensing, assigning activities and operating areas that have been developed and that must be maintained through this PSO. The client data system is linked to a web based interactive system developed and maintained by a separate State of Idaho Contractor i.e., "Access Idaho" where the aforementioned licensees can apply "on-line" for a new guide license or renew licensure by inputting information directly using this "online” system. Also, hard copy applications are submitted directly to the client where the licensing staff inputs information into this data system from their work stations in the client office. The client data system is also linked to a web based, GIS Data System developed and maintained by the Idaho Department of Fish and Game. This GIS system is linked to the outfitter business entity name, contact information, assigned activities, and primarily the licensed operating areas developed and maintained under the (PSO) which are then digitized into maps by IDFG and made available by IDFG & client for public information purposes on several websites. Annually client participation "use" must be submitted by these business entities. The use information must be maintained by client for each business entity by individual operating area and individual IDFG Unit. This information is queried and reports are generated for various purposes.Currently, the use reporting system is maintained separately. client is considering incorporating the use reporting data with the licensing data and linking it to the GIS data system managed by IDFG. Other interests are: * Add an enforcement reporting component * Ability to scan documents to promote clients capability to go paperless Agency Expected Deliverables Overall: The existing data base is running and is functioning reasonably well. The current database was developed in 2010 and was installed in 2011 and has been refined. Further refinement and improved functionality of the existing data base system is clients top priority. Like any business or government agency, clients data management needs are dynamic based on the changing needs to provide services to its clientele; consequently, client is seeking a data base system contractor who can be equally dynamic.
