These key web-based systems, or Program Area Modules (PAMs) were developed in Java, are currently being modernized onto a new Spring-based development framework. Using Agile development methodologies, a team of developers and data and system architects are leveraging the new framework and writing Java code to enhance system functionality and improve system integration based on defined requirements and User Stories. Integration with newly developed mobile (iOS) functionality and potential enhancement of this functionality is also within scope. To complete our team we seek to contract an Application Architect - to be located in the Informatics Architecture/ Public Health Information Network (PHIN) section in the Office of Health Informatics (OHI) - to serve in a lead system architecture, design and development role. This Application Architect will: • Work closely with DHS program area staff, particularly in the Maternal, Child and Family Health Section, to document information regarding business requirements and Use Cases, the current technical environment and issues regarding existing data systems. • Perform lead functions in application architecture, system design, development, and testing tasks for the Program Area Modules/Secure Public Health Record Environment (PAM/SPHERE) Modernization project. • Be responsible for ensuring quality and consistency of the software architecture across the system and providing day-to-day technical guidance to the development teams while also participating in application development tasks. • Provide ongoing PAM/SPHERE support going forward in support of PHIN and DPH programmatic business needs. • Work collaboratively with a team of public health program and information technology professionals. • Work closely with other contracted resources that are focusing on enhancing the Home Visiting components of SPHERE (both web-based and mobile), which supports not only DHS federal/state/local public health needs but also business needs identified by the Department of Children and Families (DCF) for their Home Visiting activities. This resource must be familiar with information technology standards, current and emerging technologies, Agile development methodologies. An understanding of public health data, systems, and business processes is highly desirable. Contracted resource should be well organized and have the ability to coordinate activities across cross-agency teams comprised of business and technical staffs. Expert in Java Development with iOS Development experience mandatory. Excellent communication skills are required. First year runs through 06/30/2016, with two optional one-year renewals. A training rate may be used initially (for 3-6 months as an example) and then the candidate would be increased up to the rate bid by the contractor. A background check will be required prior to hire. Resource must be able to work on-site within a collaborative team environment. Contracted resource will be required to take contractor orientation sessions and will be required to sign confidentiality, non-disclosure and data use agreement forms.
