The current legacy systems have been in operation for many years and were developed uniquely for each function. While these systems have been substantially modified over the years to support new business requirements, they are barely adequate to meet the agencys current business needs. The systems are becoming increasingly difficult and expensive to use and maintain. Mainframe costs will continue to increase as other state agencies transition from the mainframe to newer technology. In addition, because the various systems were built using a silo approach, communication between systems is limited and numerous interfaces between systems are required. With such systems, the agency is limited in leveraging newer technology to realize processing efficiencies and deliver quality service to its customers. Moreover, the existing systems will be difficult if not impossible to modify to accommodate new mandates that might arise from the state legislature or the federal government. Background: The majority of systems that support the DORs statutory requirement to register and title motor vehicles and marine craft, issue driver licenses and nondriver identification cards, and track and account for the revenue collected in Missouri lack consistency and interoperability severely limiting flexibility. The lack of flexibility inhibits DORs ability to take advantage of technical advancements in meeting the changing complexity of highway safety, the automotive industry, the publics use of automobiles, law enforcements need to provide public safety, and the States obligation to provide cost-effective services. Objectives: DORs overall objective is to update or replace existing systems with an integrated customer-centric MVDL system. The objective of this PAQ is to: (1) Analyze the current Business processes and produce a comprehensive document containing a schematic of the business workflow that includes business processes, relationships / workflow between processes, identification of system-generated output, interfaces to external entities, and any associated offline activities / reporting. This document should contain detailed descriptions supporting the content of the schematic. (2) Provide a document cataloging existing Business Requirements Definition (BRD) documents identifying existing associated business processes. (3) Facilitate discussions on the desired integrated system and produce a comprehensive document containing a schematic of the business workflow that includes business processes, relationships / workflow between processes, identification of system-generated output , interfaces to external entities, and any associated offline activities / reporting. This document should contain detailed descriptions supporting the content of the schematic.
