Nature of Work: The MSDE, DSE/EIS is seeking services for oversight and the expert review of administrative functions necessary for the implementation of the Autism Waiver and the School- Based Medicaid Program. Senior Analysts must be able to work up to a maximum of 400 hours during the one year period of the RFQ, attend on-site compliance reviews and be available for off-site training/technical assistance. Scope of Work Task 1: In collaboration with the Branch Chief, Section Chief, or designee, support the management of fiscal aspects of oversight in the implementation of the requirements under the Autism Waiver and the School Based Medicaid Program. Track all payment and eligibility through reports received by DHMH on the Autism Waiver. Ensure a minimum of monthly oversight of fiscal oversight protocols. Provide reporting on the status of the implementation. Task 2: The contractor will review compliance with the provision of AW services and provide monthly reports; track eligibility and billing and bi-annually provide guidance reports on enrollment for children on the Autism Waiver and the Registry, and assist with the annual financial report and prepare projections. Task 3: Manage and assure the accuracy of data supplied through the Autism Waiver monitoring system. Advise on revisions to the software and check accuracy of information including current enrollment and compliance with HCBS eligibility requirements. Task 4: Support the delivery of services as required by Marylands 1915(c) Home and Community Based Autism Waiver through the review of electronic records and paper reports; prepare and provide a status report to the Branch Chief or Section Chief within the week of the review. Task 5: Analyze and report on data tables provided through AW and School-based Medicaid programs and provide recommendations for further development of systems to ensure useful data to drive effective and efficient implementation of programs.
