SE3 Data Analyst
We are a product team of developers, QA experts, analysts, product owners, DBAs, architects and lean/agile leaders who are looking for an experienced Data Analyst to help us with our business reporting needs. Our product team is responsible for the execution and management of a suite of applications within the Division of Welfare. These applications support numerous benefits programs including (but are not limited to):
•Medicaid
•Aid to the Aged Blind Disabled (AABD) Cash
•Temporary Assistance to Families in Idaho (Idahos TANF funded TAFI program)
•SNAP (Food Stamps)
•Child Care Program (ICCP)
The suite of applications our team supports includes (but is not limited to):
•Idaho Benefits Eligibility Case Management System (IBES)
•Online Data Verification Aggregator (eVerif-I)
•Electronic Case File document management system (eCasefile)
•Web-based Customer Self-service Portal (idalink)
We are seeking a person that can take the business needs and program data and analyze and help build business reports utilizing the collected data from the above programs that will support the business customers. The ideal candidate thrives in a fast-paced and dynamic work environment that requires strong analytic skills, independent and self-directed style, and an aptitude for team collaboration and open communication.
The Data Analyst needs to know how to integrate the customers perspective and the technology perspective into the teams day-to-day work. In addition, we are looking for a Data Analyst that has experience working with and supporting cross-functional teams in an agile environment. Our teams are performing product development and production support using Scrum, Kanban and SAFe frameworks and processes. It is important that the person we hire understands how to work as a member of an agile team, collaborating closely with the members of the team to gather and analyze business information to understand functional reporting requirements.
The person filling this position should have the ability to do the following assignments:
•Interpret data from primary and secondary sources using statistical techniques and provide ongoing reports.
•Compile and validate data; reinforce and maintain compliance with DHW ITSD standards.
•Develop and initiate more efficient data collection procedures.
•Working with managing leadership to prioritize business reporting requirements.
•Design and develop data collection instruments.
•Design and implement data management including writing technical requirements and documentation of data sets
•Participate in agile team meetings related to data analysis and management.
•Make recommendations regarding software and applications for reporting.
•Identify and define process improvement opportunities.
•Develop, maintain and enhance reports as needed.
•Creates processes to pull data and create analytic datasets, assisting researchers with data requests, running analyses, generating data reports, and effectively communicating recommendations and/or results in written and oral presentations.



Required Skills:


This position is considered a senior level technical resource and requires a minimum of 10 years of proven experience in the field of data analysis and software development. Must be able to demonstrate the following skills:
•Strong analytical and problem solving skills
•Strong verbal and written communication skills
•Well organized with a high degree of accuracy and attention to detail
•Effectively multi-task with planning and efficiency
•Must be able to manage multiple deadlines and prioritize assignments
