SQL and Healthcare business knowledge – both need to be intermediate to advanced level. For SQL I think the key component would be creativity, meaning if the database in question is lax with the usual database “rules” – you need creative solutions to very common reports – what seems like it should be 3 steps to get the data may need to be 6 or 7 or more. One smaller piece would be volume of data, while this contract does not rise to the level of “big data” requiring special tools – it is large enough that query optimization is a must. For the healthcare side I think we should shoot for an individual that has a blend of experience, maybe at least 2 or more of the following (perhaps all if possible), and it needs to be Medicaid specific, commercial is a lot simpler: ( I think each of these could be loosely summarized as “knowledge of transactional database processing”) Claims adjudication: experience with “rules” and their hierarchy as well as reporting results of rules changes. Claims accounting: knowledge of “puts” and “takes”, negative balances, braided funding, EOB and financial reporting.
