The SIS was rewritten in ReactJS for the frontend and Java on the backend and has an Oracle 12 database. It is hosted on state servers. It has a production and testing site that the awarded vendor will update. The maintenance program includes updates for security, architecture, and required patches to keep the system running to state security standards as well as applying industry standards. It also includes “bucket” hours that will be used for needed improvements and updates to existing features within the system. The system is currently hosted on Utah State Department of Technology Servers and follows their security procedures for uploading. Access and deployment can be a challenge; therefore, working with state hosting in the system will be required. Architecture and Patching The preferred vendor will need to have extensive knowledge with Java for backend and ReactJS for the frontend of the software. The SIS currently houses all collected data on an Oracle 12 database so Oracle database management is a requirement. This will require patches and updates to the architecture of the program when the system is down. Currently, the system is not used by customers from June 1st to October 1st of each year for internal system administrators to gather data, close the previous year, and open the new year. All required patches and security improvements will need to be implemented during that time. The AT site is available as a testing site outside of those times. This program has complicated connections that run between the frontend and the backend of the system and connect to the database. The database stores hundreds of facilities, questions, answers and users all joined in the program. This program is critical to the operations of the Utah State Division of Risk Management and its customers. Loss of data and downtime outside of the scheduled annual time would be averse to the Risk Fund and its customers. State servers will require adequate knowledge of Linux administration so that servers can be configured for the test environment and be able to troubleshoot production environments. Additionally experience working with AWS is preferred as the software was developed with this platform and has the potential to be moved to AWS. Upgrade and Improvement “bucket” hours The program is operational currently, but as with most software, improvement and changes are required to enhance the functionality and operations for both the users and administrators. The bid will include 200 bucket hours for this purpose. We anticipate providing a yearly-prioritized improvement list to the selected vendor. We anticipate working with the vendor on said list to make sure improvements are coordinated with the existing hours and time needed for completion. We do not expect the previously mentioned architecture and patches to be included in these hours. The “bucket” hours are strictly for improvement in the operations of the program. Applying vendors have the option to put in an hourly service charge for these improvements and/or upgrades rather than a lump sum payment. However, “bucket” hours are capped at 200 per the contract.
