The candidate must have at least 8 years of experience in software design and development with a focus on the integration of internal business systems across multiple functional areas, notably in areas supporting information systems for natural resource management and geo spatial data. The candidate must rely on experience and judgment to plan and accomplish goals, independently perform a variety of complicated tasks, and work with a wide degree of creativity and latitude. Preferred that the candidate has experience in design and integration of business applications and enterprise IT infrastructure, the design and development of custom modules/solutions, and the integration of these components with packaged solutions. The candidate must have proven methodology experience for complex systems integration projects and demonstrated ability to achieve deliverables on time and on budget. The primary deliverables of this project are: 1. Preserve existing functionality of legacy system. 2. Improve permit type management with versioning, renaming, grouping, code changes. 3. Improve data structures, including application management with parent child application, permit activity relationships, and Individual Permit/General Permit Conversion. 4. Improve integration with the Water ePermitting system to import application data and synchronize decisions, resource manager review and other event activities. 5. Improve database correspondence template management to generate correspondence from permit data, review storage location options for non-Water ePermitting system documents. 6. Improve database reporting by permit status, region, staff specialization teams and permit type/type groups (preserving historical relationships). 7. Improve database timeline/event management with single activity list to track deadlines and maintain key events. 8. Improved database security management through roles. 9. Add database fee management, refunds, and tracking. 10. Improve database alternative workflow management to support Water Quality Certifications, Compliance Monitoring, enforcements, and potential In Lieu Fees, Mitigations, Transportation and Energy Projects. 11. Improve support for database administrative determinations for Wetland Delineations, Assured Delineators, Jurisdictional Determinations. 12. Improve integrations with existing map services (Surface Water Data Viewer), including tabular and spatial data. Future additions to include the importing of user maps into a spatial layer and links to SharePoint document sets for wetland determinations. 13. Draft and maintain technical and functional documentation throughout the lifecycle of this project. 14. Deliver a completed database by April 2023.
