Description:

The Department of Natural Resources, Environmental Management Division (EM), Bureau of Drinking Water and Groundwater seeks to hire a Microsoft .NET Web Developer IV to design, develop, maintain, and enhance applications in .NET. The Drinking Water and Groundwater program has several important IT systems, relied upon for core business needs. The developer needs to provide reliable, responsive support and updates to these systems. This position requires a candidate with advanced developer skill sets and experience.

The most qualified candidate will have:

• Advanced level experience designing and developing applications with .NET framework utilizing C#, VB.Net, JavaScript and Bootstrap

• Experience applying Object Oriented Design.

• Experience applying Standard Security methods to custom applications.

• Experience implementing the Wisconsin Web Access Management System (WAMS) in .NET applications

• Experience with SSRS for developing reports.

• Advanced experience using Oracle, including coding stored procedures and SQL

• Experience working in Visual Studio as well as Azure DevOps
• Experience with coding standards and best practices.
• Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices
• Experience following Waterfall or Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.
• Familiarity and experience with DNR applications and frameworks, such as the Water Use System and Well Construction System
• Experience implementing the DNR PRAPI e-pay API in applications.
• Experience understanding Drinking Water and Groundwaters complex business needs and helping to recommend a sound solution.
• Experience troubleshooting errors.
• Excellent written and verbal communication skills.
• Collaborates with others and is a team player to ensure project success.

Additional skill sets that will also be helpful:

• Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.

• Experience writing technical documentation.

• Experience with GIS as it is widely used at the DNR.
The primary focus of this position will be to design, develop, test, implement and maintain .NET applications for the Bureau of Drinking Water and Groundwater. This position will work at the direction of IT Supervisor and Project Manager. Tasks of this position include, but are not limited to:

1. Maintaining and enhancing the DNR Water Use System applications, upon request

2. Completing the development of online high capacity well applications, with an embedded map

3. Maintaining and enhancing the Well Construction System, including the sub mittal of well drilling notifications.

4. Ongoing maintenance and enhancements for the NR812 Tracking System and the Well Abandonment System.

5. Transitioning code deployment from AIRS to DevOps. Managing code and version control using Azure DevOps

6. Maintaining the backend Oracle database to support the needs of the applications.

7. Creating clear and up to date documentation, as requested, for the projects configuration and code base.
