Job Description Manager: .NET FRAMEWORK, Oracle 11g Environment, Business Requirements, Business Rules Database Design Web Based

*Description:
*The application solution will utilize the .NET framework in an Oracle 11g environment. The tasks that the Vendor will perform include, but are not limited to the following:
*Complete business requirements documents and conceptual design:
*The Vendor must review, revise and complete business requirements. Most business requirements are defined, but the Vendor must consolidate all documents to create a comprehensive document to include Business Rules, Business Requirements, and Conceptual Design.

*Develop detailed functional and technical specifications:
*The Vendor must prepare a detailed 1) Functional and Technical Specification Document and a 2) Business Rules and Business Requirements Document (BRD). The Functional and Technical Specification Document and the Business Rules and Business Requirements Document will serve for the life of the application.

*Design web-based application:
*The Vendor will design a web based application that will provide different access levels for a number of users including employers, employers agents, DCS staff, and MA Department of Public Health (DPH) staff. Future expansion will include the United States Department of Labor (USDOL) and the Chicago National Processing Center (CNPC). Each user will log into a secure web application, be authenticated, and perform defined functions based on their assigned access level. The application may be accessed via desktop computer, laptop, tablet or smart phone.

*Review and complete database design:
Vendor will review, revise and complete the database design. The FLC solution must be fully integrated into the existing MOSES (Massachusetts One-Stop Employment System) Oracle 11g database.

*Develop and test the web-based application:
Vendor will develop the web based application on a .NET framework in an Oracle 11g environment. Vendor will be responsible for system testing including test plans and scripts, performance testing and documentation of system test results with explanations and remedies for issues or abnormalities that arise during testing.

*Develop required Federal reports, management reports and surveys:
Vendor will develop required federal reports, standard management reports, and correspondence that will be accessed through the application. In addition, Vendor will design and develop the functionality for the Prevailing Wage Surveys and Prevailing Normal and Common Practice Surveys. These items are addressed later in this document.

*Final implementation:
*Upon approval from DCS and EOLWD IT, Vendor will install the final approved version of the application in the EOLWD IT production environment.

*Knowledge transfer:
*Vendor will work under the direction of DCS and EOLWD IT who will maintain the application. Vendor will perform knowledge transfer/training sessions for DCS and IT staff sufficient for on-going use and on-going support of the application. Vendor will develop a technical manual for EOLWD IT that meets EOLWD ITs requirements. Format instructions for the technical manual will be provided to the Vendor by DCS.
