The purpose is to provide staff augmentation to the Florida Department of Education (FLDOE) Office of Early Learning (OEL) for the Enhanced Field System (EFS) Modernization project The purpose of this Request for Quotes is to provide staff augmentation to the Florida Department of Education (FLDOE) Office of Early Learning (OEL) for the EFS Modernization project. The project timeline will begin after the execution of this RFQ. The enterprise is supported by a client-server application, that was developed in 1999, EFS – Enhanced Field System running on 34 non-integrated stand-alone installations at the early learning coalitions and the Redlands Christian Migrant Association. Business processes, reports, and system use are not standardized among the coalitions. Work is labor-intensive, error prone, and has limited fraud prevention safeguards. Years of operation without system supported business rules for data entry validation has resulted in the need to cleanse data that is difficult or impossible to consolidate. Because the systems are not integrated, creation of statewide enterprise reports for headquarters staff is expensive and time consuming. The Florida Office of Early Learning was established in 1999 and, almost immediately, it was recognized that a replacement for the Enhanced Field System was needed. This business need has not yet been met. The FLDOE OEL seeks the following staff augmentation position; one (1) Business Analyst. The staff augmentation resource will be a valuable asset to the team and to the agency to ensure the success of the project goals. This resource will work closely with the Program Manager to facilitate the successful completion of the EFS Modernization project. This resource may at times serve as a liaison with other vendors (as well as Northwest Regional Data Center and OEL staff) who will be engaged to provide solutions for the EFS Modernization Project. Required Qualifications & Skills: • Bachelor of Science/Arts degree preferred • 7+ years experience gathering and documenting business and technical requirements relating to Oracle and SQL • 7+ years experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing • 7+ years experience producing documentation related to meetings, analyses, or training materials • 7+ years experience testing custom or off-the-shelf applications, reports, large data sets, or dashboards • 7+ years experience facilitating business and technical analysis meetings • Proficiency with Microsoft Word, Excel, Visio, Project, and PowerPoint • Proficiency with Microsoft SharePoint is desirable • Experience with any of the following is desirable: o Governance o Project Management (Standards, Best Practices, Terms, Tools) o Project Portfolio Management • Experience with projects in a program environment (i.e., multiple interrelated and coordinated projects) led by a Program/Project Manager • Ability to work with other project managers and under the leadership of a Project Manager • Demonstrated experience with large-scale implementation projects with the following characteristics: o Very large and high-profile o Multiple technologies and functions o Close coordination / interaction with other project managers o Collaboration with multiple stakeholder groups with diverse and com   Call 502-379-4456 Ext 100 for more details.
