It is used internally to track applications and their statutes and authorized, issued and redeemed tax credits. The system also tracks transfers and taxpayer relationships. CMS currently supports the day-to-day operation for 75 tax credits spanning five different departments. Tax credit data is posted on the Missouri Accountability Portal website which provides the citizens a single point of reference to review how their money is being spent. CMS also maintains 17 different grant programs and various other fiscal products such as bonds, tax increment financing (TIF) and withholdings. This is a multifaceted system with many functions that are required in state statutes for reporting. Production of reports is an integral part of CMS. Report requests ranging from the Governor and his staff, General Assembly requests and public requests must be received and processed in a timely manner. CMS is a PL/SQL based application using Oracle for the backend database. There are currently 155 tables, 49 Perl packages and 82 plsql packages that house CMS code • Interview DED as well as other departmental staff to evaluate and document the business processes with the uses of the current system as well as any manual processes. • Perform a gap analysis on the existing system that DED and other departmental staff perform.
