They will be interfacing with business and technical partners from within Client and also with other state departments varying in disciplines(example: Revenue vs. Natural Resources) * A background as a Business Analyst is excellent as this PM may need to gather and create business requirements as well. * There is some use of the Agile methodology, but most of the projects follow the standard PMBOK methodology.
