The incumbent ensures that Departmental data is managed according to fair information practices, privacy regulations, as well as, state and federal confidentiality laws. In addition, this position oversees and provides leadership on all activities related to the development, implementation, maintenance of, and adherence to the Departments policies and procedures necessary for DCF to comply with privacy rules, regulations, and laws. This individual will coordinate with staff and management throughout the department on privacy-related issues and efforts that support the goals of the Privacy Program. This position will help ensure that DCF: • Upholds the publics trust through a strong Privacy Program • Has a strong proactive privacy culture • Maintains privacy while sharing data to improve outcomes for the children and families the Department serves. Time % Goals and Worker Activities 40% A. Provide leadership and oversight of the Departments Privacy Program A1. Facilitate the creation, analysis, coordination, planning, implementation, and evaluation of Department-wide policies and procedures that promote the mission of the Departments Privacy Program. A2. Monitor compliance with statutory and administrative privacy policies. A3. Develop, monitor, and consult on internal and external procedures necessary to meet federal and state law regarding access to confidential information. A4. Collaborate with necessary partners and advise Department leadership on the policies and procedures necessary to meet federal and state laws on all data confidentiality and privacy. A5. Provide leadership in the development, administration, and collaboration of effective procedures for mitigating damage to the Department and/or affected individuals in the event of a privacy breach, including the facilitation of the the System Misuse Workgroup, and other related teams, committees, or workgroups. A6. Manage the development and administration of privacy-related training for all DCF staff. A7. Represent the agency, as authorized by DCF, on privacy-related boards, panels, councils or any other formal or ad hoc privacy related bodies. A8. Serve as the Department contact for privacy matters with DOA and other state agencies, tribal councils, counties, municipal agencies and other public or private associations, committees, or advisory boards. A9. Evaluate the effectiveness of the Privacy Program to ensure performance standards are being met. Recommend and implement program, policy, and procedural changes. A10. Serve as Contract Administrator for privacy-related procured services (i.e. Thomson Reuters CLEAR) 40% B. Provide oversight and consultation to DCF management and staff on privacy matters and privacy policy issues. B1.
