Note: May be filled PRIOR TO CLOSE DATE: YES Note: Maximum number of resumes per ITS63 Vendor: 2 Submission Deadline: 11/22/2019 Start Date: 12/2/2019 End Date: 6/30/2020 Client: Office of the State Auditor (OSA) Description: Position Summary: The Office of the State Auditor (OSA) of Massachusetts is looking for an experienced technical lead Project Manager to meet with and engage OSA key stakeholders and subject matter experts (SME) to write a proposal (RFQ) to hire a vendor to conduct a technology needs assessment of OSAs current state of applications and data supporting the audit life cycle and to develop an information technology strategic plan to guide OSAs future technology related decision making to manage operations, enable business analytics and improve performance management required for making better strategic decisions. The technical lead Project Manager will gather project needs and requirements, create a project description, identify project goals, identify skills needed for the project and create a project timeline for the proposal. Responsibilities 1. Maintains meeting schedule and attends meetings with key stakeholders and SMEs as needed. 2. Determines proposal concept by identifying and clarifying opportunities and needs. 3. Identifies key stakeholders needs and addresses them properly in the proposal (RFQ). 4. Develops proposal by assembling information including project objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation. 5. Writes, revises, and edits drafts including executive summaries of proposal (RFQ) and manages feedback and edits for final document version. 6. Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval. 7. Follows proposal-writing standards. 8. Obtains approvals by reviewing proposal with key stakeholders. 9. Articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts. 10. Understands complex technical scenarios and requirements and identifies obstacles to progress and suggest alternative strategies and directions. 11. Strong organizational, presentation, and customer service and writing skills. Qualifications 1. PMP (Project Management Professional) Certification or equivalent preferred. 2. Proficiency in the following MS Project, MS Office. 3. Bachelors Degree or higher in Technology or related field. 4. Minimum 7 years of project management or IT Management. 5. Minimum 5 years experience coordinating and/supporting IT business processes. 6. Former local, state, federal government experience preferred. 7.
