SCOPE OF WORK
The agency needs to continue the service of this Software Engineer 2 consultant position. The candidate will participate in the design and development activities in support of the agencys continued development of a SACWIS LINK application. The specific focus of this candidate will be the key LINK production support, LINK enhancement design and development of LINK environments.

POSITION ROLE AND DELIVERABLES

The candidate will serve in the capacity of an application DBA, providing technical expertise in the support of the agencys DB2 environment. Additionally, a candidate in this capacity will also be responsible for providing team leadership over other agencys IT consultants supporting the IBM Mainframe (Batch) environment as well as ongoing responsibilities as a mainframe (COBOL/DB2) senior programmer/analyst. While the actual management and oversight of the mainframe team will be the responsibility of a State manager, the candidate will be expected to ensure the continuity of technical activities according to published planning guidance and to provide technical implementation guidance relative to child welfare and SACWIS. The candidate will participate in certain design and development activities in support of the LINK Application.

The candidate analyzes and documents requirements for information systems; develops and/or
oversees plans for automated data processing systems from project inception to conclusion; constructs data models and activity/process models as may be required to define system functions; coordinates closely with the Technical Architect, Business Analysis or peer Programmers to ensure proper implementation of program and system specifications; develops, in conjunction with functional users alternative solutions; provides support for the installation, testing, implementation, and ongoing maintenance of LINK batch systems; tests, debugs, and refines the computer software to produce the required product; prepares required documentation, including both program-level, user-level and system documentation and finally, enhances software to reduce operating time or improve efficiency.


REQUIRED TECHNICAL SKILLS AND EXPERIENCE:

Refer to the State contracts for IT Professional Services Agreement (12PSX0251) for general experience and skill requirements for the job classification of Software Engineer 2. For this position, the candidate shares experience and judgment with team to plan and accomplish goals, leads groups in performing a variety of complicated tasks, mentors less experienced staff, a wide degree of creativity and latitude is expected. In addition, the agency requires:

A minimum of ten (10) years of prior experience demonstrating the following knowledge and skills:

1. Experience as an application DBA in support of a client server software application. Including functional knowledge of: Functional knowledge of DB2, including: Catalog Tables, Load/Unload Utilities, Runstats, Explain Utility, Plan/Package Concepts, Bind/Rebind and DBRM.
2. Experience in IBM DB2 relational database environments supporting two-tier client server software applications.
3. Experience in the development and maintenance of batch COBOL systems, including COBOL/DB2 integration in the MVS/TSO environment.
4. Design, development and performance tuning of relational database query scripts (SQL).
5. Experience with the following tools: IBM ISFP environment, IBM utilities, JCL, TSO/ISPF, Panvalet, SQL/Embedded SQL, Xpediter, SyncSort and FileAid.
6. Experience with DB2 support tools: QMF, SPUFI and FileAid for DB2

Experience with the following environments is preferred:

1. Implementation and support of child welfare softw
