Project Manager for the implementation of the Iowa Department of Transportations Mobile ID application. This is an exciting opportunity for a senior project manager who has experience taking over inflight projects and guiding them through to completion. The selected candidate will have demonstrated experience managing large scale enterprise project, which included working with 3rd party entities, as well as multiple internal business partners simultaneously. In addition to advanced project management skills, the selected candidate will have business analysis skills, which must include experience developing test cases, test scenarios, and test plans. The position will build and maintain working relationships with team members, vendors, and other departments involved in the project. This individual will set deadlines, assigns responsibilities, monitors and summarizes progress of project through weekly status reporting. Monitor project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Responsibilities: • Develop detailed project schedule and plans to monitor and track progress • Create and maintain comprehensive project documentation • Track project performance, specifically to analyze the successful completion of short and long-term goals • Manage changes to the project scope, project schedule and project costs through formal change control • Measure project performance using appropriate tools and techniques • Report and escalate issues, risks and problems to management as needed • Manage the relationship with all internal and external stakeholders • Perform risk management to minimize project risks • Gathers and documents business requirements from multiple project stakeholders • Reviews and assists in creating technical requirements and designs • Assists in the creation and organization of project test plans • Coordinates and communicates all testing phases with developers and project stakeholders in multiple environments Requirements: • Experience leading and implementing large and complex systems [Requires 8 years experience] • Advanced skill in the use of project management software to lead projects (e.g., MS Project and auxiliary tools) [Requires 8 years experience] • Extensive knowledge of project management standards, processes, procedures, and guidelines based on the Project Management Institutes methodology. [Requires 8 years experience] • Extensive experience with various types of IT System Development Life Cycles (classic or traditional waterfall, agile, hybrid approaches). [Requires 8 years experience] • Extensive experience leading complex projects with one or more vendor partners. [Requires 8 years experience] • Defining project scope, requirements, objectives, goals and deliverables that support business goals in collaboration with senior management.
