This includes managing development of Requests for Proposals (RFP) to bid out services such as Project Control services and IT services to meet requirements for the insurance exchange. Objectives: This request is for one full-time, on-site Senior Project Manager to provide support and manage the Initiation and Planning Stage and provide project management services for the project. The work requires completing required forms and reports, and tracking of deadlines and commitments associated with the project in alignment with DTMB standard project management and software engineering methodologies. Deliverables: The Senior Project Manager will work under the direction of DTMB Agency Services, and with partner agencies and DTMB cross matrix teams to understand business needs and effectively manage the project. This includes, but is not limited to: • Provide project management services to support the initiation, planning and implementation of the technology deliverables for the project. This includes recommendations on scope, resources and cost, as well as the best course of action/approach to attain the project objectives. • Provide project management for project activities to ensure the project will be completed on time, within budget and within scope. This includes the development and execution of detailed project plans (and supporting documents) for all phases of the project including schedule, budget, issues and risks at minimum; assisting with and managing the development of requests for proposals for project control, business analysis and technology services; and managing deliverables for integration with State of Michigan systems. • Develop, maintain and execute required project documentation and deliverables in alignment with the States project management methodology (PMM) and system engineering methodology (SEM) utilizing the State Unified Information Technology Environment (SUITE). • Develop and execute a Communication Plan, detailing communications interactions with team, management, and stakeholders. Prepare for and facilitate meetings as defined in the approved project communications plan. • Develop and implement change control process; risk management process, and issue management process. Take proactive, expedient actions to mitigate project issues and risks and escalate for resolution as appropriate. Execute effective control processes to ensure project is delivered within scope and on time and on budget. • Provide State of Michigan resource planning, forecasting and role and skill descriptions. • Maintain records of work completed and deliverables. Insure all program and system documentation is complete before approvals and payments are made. Required Qualifications/Skills: • Current valid and verified PMP certification. • 7+ years experience in project management skills utilizing formal methodologies, including change management, risk identification/mitigation, issue escalation and status reporting. Experience with health related projects is desired. • 5+ years experience writing statements of work including requests for proposals. • 5+ years experience with project management tools, in particular, MS Project. • Project management experience with responsibility to manage multiple projec   Call 502-379-4456 Ext 100 for more details.
