Governor Malloy has stated that the CJIS Governing Boards projects were among his highest priorities. In order to show progress and visibility, the CJIS team needs a Senior Project Manager. 3. SCOPE OF WORK In order to show progress and visibility the CJIS team needs a Senior Project Manager to ensure the following work is performed: Specific Services Required ? Overseeing the coordination and delivery of all project management activities and deliverables. ? Being knowledgeable on all facets of System Development Methodology (SDM) and assisting the CISS delivery team with SDM compliance for CJIS activities. ? Creating and executing project work plans and revising them as appropriate to meet changing needs and requirements. ? Leading a team of business analysts in requirements gathering and documenting. ? Identifying resources required to meet the project schedule and assigning individual responsibilities. ? Ensuring deliverables prepared by the team are complete and accurate prior to releasing them to the user community. ? Overseeing development and execution of the system and user test plans and assisting in the coordination of the user acceptance testing. ? Ensuring project documents are complete, current, and stored appropriately. ? Effectively enforcing project standards. ? Developing mitigation strategies to minimize exposure and risk on the project. ? Providing regular reports on the health of the project, including performance against the budget, adherence to the project schedule, and performance of individual team members. ? Creating and managing the project notebook or Web site containing all of the current and historical project documents and the current status of the project. ? Presenting the project status as required by the Executive Director or Program Manager. ? Providing input to the Business Manager for the development of the biennial budget and providing financial input regarding the quadrennial CJIS Strategic Business and Technology Plan. ? Developing and maintaining a Project Communication Plan. ? Motivating the team to meet its estimates and removing obstacles that prevent it from attaining its goals. ? Performing any duties as assigned by the Executive Director. Required Skills/Experience ? The individual who fills this position should have solid project management skills and the ability to foster and ensure cooperation and coordination among the various justice partners and Information Services (IS) organizations within the state and local agencies. The Senior Project Manager must effectively balance: ? Strong leadership skills and experience managing large complex multi-year projects. ? Management of the project schedule and budget within the guidelines and policies of the CJIS Governing Board. ? Establishment and affirmation of relationships between organizations. ? Public sector experience ? Must have at least three-year experience in managing multi-million dollar multi-year projects. ? Project Manager Professional (PMP) certification ? Possess a Bachelor of Science degree in Computer Technology or Business Administration. ? Good public speaking skills ?
