This position functions as the development team lead and is responsible for managing the second phase of development for a multi-year project to modernize a complex web application from a legacy mainframe application with ties to shared inter-agency legacy IT systems. This position will focus on managing the application development team resources and priorities, providing transparent thorough communication and reporting of development status, schedule, milestones, budget, risks, and issues. Responsible for creating and tracking development schedules and adjusting development plans and/or resources to meet the needs of stakeholders and management. Oversight and responsibility of project change control and management escalation. Facilitates meetings with sponsors and stakeholders. Performs risk evaluation and creates action-plans, executes mitigation plans to meet project objectives. Uses waterfall project management processes, methodologies, and documentation practices to ensure development and business teams meet project objectives. The individual in this position will: * Be responsible for application development and support activities on a large system. * Facilitate meetings with the development team and ensure that code reviews and other standard operating procedures are followed to ensure quality development deliverables. * Develop plans, deliverables, and other project artifacts for the system development efforts * Work closely with the stakeholders to understand and prioritize development tasks, solve complex technical problems, understand business objectives and problems, identify alternative solutions, and perform feasibility studies and cost/benefit analysis. * Lead and direct the work of the development team to meet project milestones and support the system appropriately. Manage day-to-day tasks of the team. Tasks may be generated from enhancement or support requests from users of the web-based and legacy systems. This includes assigning work to team members, working closely with the business analyst, monitoring the status and quality of work completed, and providing status reports to management as needed. * Have five to ten years of project management experience with leading large application development projects. Key Competencies: Manage Development Team Deliverables Directly manages all aspects of the application development project lifecycle using waterfall project management processes. Ensure stakeholders receive the necessary information to make sound decisions and trade-offs between scope, cost, and schedule. Communicates instructions/processes to project team members in a matrix organization. Rigorously manages scope to ensure commitments are achieved within agreed parameters. Documents and communicates status to stakeholders and PMO regularly. Plan and Organize Manages release schedule, resource plan, budget, and communications plan for assigned projects. Breaks down application development work into logical process steps and works streams. Accurately scopes out length and difficulty of tasks by working with subject matter experts and development team. Revises plans when appropriate. Manages projects and implementations for a large customer base (2000+ employees) working in multiple geographic locations. Problem Solving Develops clear action plans and schedules to resolve complex issues. Uses a fact-based investigation and collection process to facilitate good decision making.
