The Workforce Safety & Insurance (WSI) Claims and Policy System (CAPS) Program formerly known as System Replacement Program (SRP) will replace core business computer systems in order to improve customer service, meet anticipated growth, and enable WSI to remain current with technology. A phased, evolution implementation approach will be used whereby the application user interface will be “re-faced” into a new web-based user interface while retaining the current database and business logic. As a precursor to the CAPS Program, WSI completed a comprehensive planning and analysis phase to prepare for the launch of this large, multi-year program for the replacement of its core computer systems. An integral part of this planning and analysis included development of a set of Release Plans dividing the CAPS Program into 3 development phases (Shared Components, Policy, Claims), with each of these development phases including multiple projects, and each project delivering functionality in a production environment ready to be used by WSI business users. Also developed in conjunction with the Release Plans were corresponding Budget Plans, Resource Plans, a Configuration Management Plan, and timelines. Prior to start of the first project (Project 1), development tools and software were acquired and infrastructure setup and configuration were completed according to the Configuration Management Plan. Project 1 began November 2015 and was successfully implemented April 2016. Project 2 began April 2016 and was successfully implemented September 2016. Project 3 began September 2016 and was successfully implemented February 2017. A prior Notice of Intent to Make a Noncompetive Purchase was issued in January 2017 for contracted services to provide project management, business analysis, quality assurance, development and application architecture support to complete CAPS Projects 4 through 9 as laid out in the Release Plans, and to enhance and support what was implemented in Projects 1 through 3. In April 2017, the State identified an additional resource need to support the ongoing CAPS Projects, specifically in the area of database consolidation and support, resulting in a subsequent Notice of Intent to Make a Noncompetitive Purchase to address this need. Project 4 began February 2017 and was successfully implemented November 2017; Project 5 began October 2017 and was successfully implemented July 2018; and Project 6 began June 2018 and was successfully implemented July 2019. Since these two prior notices, WSI has experienced challenges with supplying the needed internal resources to support the complexity of the solution and utilized dollars from the previous allocation to obtain additional resources from ServiceLogix; each projects duration has also been lengthened to accommodate the internal resource constraints. This Notice of Intent to Make a Noncompetitive Purchase will cover additional resources needed to complete Phase 3, Releases 7-9.
