The scope of this work will be focused on identifying the business processes needed to implement the new Act and a project schedule with key milestones. Successful candidate will work closely with, and report to Deputy Division Administrator and Division Administrator of Child and Family Services Division. The timeline for this project is 25 months. Background President Trump signed new legislation, FFPSA, into law in February 2018. All states must be in full compliance of the law by October 2021. The legislation creates a federal reimbursement stream of funding for states child welfare agencies allowing for increase in evidence-based prevention services to prevent removal of children from their home when at risk of abuse or neglect. FFPSA also creates new requirements for congregate care if federal funding is to be used. Montana DPHHS/CFSD has provide information and awareness of the legislation to internal and external stakeholders over the past year. Contracted services are essential to ensure successful implementation. Objectives of this CEP: 1. Provide overall planning and implementation of FFPSA in Montana, specifically addressing the five-building blocks; Prevention Plans, Candidacy, EBPs, QRTPs & other settings, and Finance. 2. Develop and maintain the project plan 3. Resolve project planning and scheduling issues 4. Report to and take direction from project leadership 5. Facilitate planning short and long-term prevention resources and business processes within the FFPSA framework 6. Develop a strategic plan for applying for and using funding available under the FFPSA by July 2020 7. Provide data analysis to define and understand the populations for prevention and congregate care 8. Provide data analysis to calibrate and enhance the service array 9. Develop communication plan in conjunction with DPHHS and stakeholders 10. Facilitate policy development to support FPPSA implementation 11. Develop clear and integrated implementation plans to ensure comprehensive approach and effective tracking and evaluation 12. Develop and provide post-implementation report by October 2021 Knowledge, Skills and Abilities Project Management • Collaborate with stakeholders to define and refine the project scope, goals, and deliverables. • Develop project plans and associated project documents. • Effectively communicate project tasks and expectations to team members and stakeholders in a timely and clear fashion. • Estimate the resources and participants needed to achieve project tasks and goals. • Set and maintain project expectations with the project team and other stakeholders. • Work with the project leadership team to assign and delegate tasks and responsibilities to appropriate staff. • Discuss identified project conflicts with the project leadership and work to resolution. • Identify and manage project dependencies and critical path. • Plan and schedule project timelines and milestones using appropriate tools. • Track project milestones and deliverables. • Develop and deliver progress reports, proposals, requirements documentation and presentations to the project leadership team. • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas. • Proactively manage changes in pr   Call 502-379-4456 Ext 100 for more details.
