PROJECT/SYSTEM OVERVIEW The Department of Motor Vehicles (DMV) and the Office of the Secretary of the State (SOTS) entered into an MOU to complete an electronic Automated Voter Registration Project (AVR) with the goal of further enhancing compliance with federal voter registration law. DMVs current process relies on paper to complete license/identification card (credential) transactions, including voter registration applications. Currently, customers complete and sign paper forms, the data from which is then entered into DMVs credentialing system by an Examiner. This project will create a seamless credential and voter registration transaction and enhance the accuracy of data by using a customer-facing device (CFD). The new electronic process will allow customers to confirm their credential information on a CFD and will process voter registration applications based on brief questions that the customer will respond to on the CFD, followed by a customer satisfaction survey. It will also include the ability for DMVs system to access SOTS voter registration data, which will enable DMV to ask customer-specific voter registration questions. For example, if a customer is a registered voter, their current voter registration record would display on the screen and the customer would be able to confirm that the information shown is correct, or update their record accordingly. Otherwise, customers may complete applications to register to vote as new voters or decline. The project will reduce paper records, expand data fields and lessen the amount of data the Examiner enters manually, thereby minimizing the errors that result in poor data quality. The scope of this project is to interface software on the CFD with DMVs current Mainframe credentialing system to collect and store the customers responses made on the CFD. This project will also include the ability for DMV to access voter data from SOTS in order to present customer-specific questions. 2. SCOPE OF WORK One advanced full-time Project/Program Manager (PM) is required for planning, developing and implementing the above-referenced project. The PM will also be required to assist in statewide portfolio management and IT Investment Management. Specific Services Required Work in close collaboration with the State NVRA Coordinator, Project Management Office, IT, critical business stakeholders, vendor resources and other internal teams to implement the project (to electronically capture credential, voter registration, payment, signature and customer-satisfaction survey data), in a manner that is consistent with the law and DMV functions, while staying within budget and adhering to project timelines; Plan, develop, implement and manage actionable status reporting for key stakeholders and project sponsors; Read and understand requirements of the law and how those requirements transfer to credentialing and voter registration processes; Provide a leadership role for the DMV, the purpose of which is to plan, develop, implement and supervise processes related to application defect management and user acceptance testing (UAT) activities to ensure that promised business functionality is delivered to project stakeholders; Collaborate and coordinate with subject matter experts from key functional areas to understand potential project impact on the organization, interdependencies, alignment of project work and activity execution; Facilitate action-driven sessions to foster collaboration between the end-user community, IT professionals and vendor resources; Ensure that internal project resources complete tasks and deliverables; Work under the direction of the State NVRA Coordinator; and Ensure that external partners (e.g. vendors, Office of the Secretary of the State, the Governors Office) involved with the project complete   Call 502-379-4456 Ext 100 for more details.
