Evaluation Process • Desired Skills (70%) • Cost (30%) Description : MN.IT@DHS is issuing this Request for Offers (RFO) to secure a Quality Assurance Performance Programmer/Developer resource with strong experience performance testing in large and complex systems development projects. This Quality Assurance Performance Programmer/Developer is needed to bring several active, high visibility System Modernization projects to successful completion. Initially, the Quality Assurance Performance Programmer/Developer will work on the State Medical Response Team (SMRT) Project. The Quality Assurance Performance Programmer/Developer will be responsible for performing all performance development activities for the System Modernization IT portfolio of projects, beginning with the SMRT project. These will include several cross-agency projects with key collaborators from MNsure, MN.IT@DHS and the Department of Human Services (DHS). The successful responder will be expected to develop and execute performance plans and scripts for all phases of testing, communicate effectively, both verbally and written, with all resources involved in a project, and report defects in a timely and accurate fashion while managing multiple priorities and fostering an environment of team building and coordination. It is the ongoing commitment of MN.IT to provide technology solutions that are reliable and flexible enough to meet fluctuating customer demand and increasing expectation of 7x24x365 system availability, all while decreasing ongoing support expenses. Mandatory Qualifications (to be scored as pass/fail) At a minimum, a proposed resource must meet the following mandatory qualifications. Resource submissions that do not clearly demonstrate that these mandatory qualifications are met will not be considered under this RFO. 1. Propose an hourly rate at or below vendors Maximum Hourly Rate for the Quality Assurance SITE category. 2. Five (5) years of combined experience developing and scripting performance test scripts. 3. Three (3) years of experience manually correlating performance test scripts. 4. Five (5) engagements in a performance engineer role, each with a different organization and each lasting a minimum of three (3) months. Desired Skills Proposed resources that meet the Mandatory Qualifications will be evaluated on the following Desired Skills.
