Specifically, this analysis project will evaluate business processes related to the MoCWIS-WQS application, GIS Data Processes and Rulemaking Reporting. This includes rulemaking coordination, tracking changes to the WQS portion of the regulations, business data reporting timelines and requirements, GIS data timelines and requirements and documentation of how WQS data is used in other applications and other areas of the department, specifically in permitting, compliance, and enforcement actions and decisions within the Water Protection Program. This analysis will the basis of a later planned phase for design, development and implementation of system enhancements. Deliverables for this business processes analysis and review project include; As-Is, To-Be, and proper Gap Analysis with business process requirements for both As-Is and To-Be processes. Examples of functionality for analysis include but are not limited to: WQS status tracking, changes to reports, coordination of changes within a GIS platform, tracking “unclassified waters”, WQS data integration with and consideration of Use Attainability Analyses, management of new criteria, NHD Stewardship, the EPA Approval and Disapproval Process and others. The Contractors PAQ Response should include a Project Overview, Resources, Approach/Methodology, Change Control Plan, Issue Tracking Plan, Assumptions and Quality Assurance Plan. The Contractor must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the time frames in which the tasks will be completed. The Contractor should provide a work breakdown structure or project plan.
