The Offeror should describe any previous and current contract experiences of a similar nature and complexity in size and scope, responsibility, and technologies as this one, that have been performed by the vendors organization and any proposed subcontractors. The project summaries should be limited to no more than one page per project, not to exceed five (5) project summaries. Such information regarding the vendors experience should include project summaries that include the following: a. Name, address, and telephone number of client/contracting agency and a representative of that client/agency who may be contacted for verification of all information submitted; b. Dates of the service/contract; and c. A brief, written description of the specific services that were performed, paying attention to the following areas: 1) The vendor should document all prior WIC EBT pilot and implementation activities, test planning and oversight with FNS reporting experience. 2) The vendor should document any prior experience with QA management on large-scale projects with outcomes. 3) The vendor should document any prior experience in WIC EBT online technology industry. 4) A list of current WIC EBT or other contractual commitment in other States for the proposed QA staff. The services sought by this RFP provide the State Agency the necessary EBT support for all aspects of EBT service, interface with existing systems, transaction processing, process management, account maintenance, QA Contractor accountability monitoring, and problem resolution. The QA Contractor shall assure products and deliverables provided by the eWIC Implementation/Processor and the current WIC MIS Contractor are in compliance with requirements outlined by USDA, FNS in the WIC EBT Operating Rules, WIC EBT Technical Implementation Guide, WIC MIS-EBT Universal Interface, WIC EBT Final Rule, WIC Functional Requirements Document (FReD), FNS Handbook 901 v2 and any updates provided by USDA, FNS throughout the eWIC Project. In its proposal, each Offeror must discuss its ability to perform the following quality assurance tasks. The QA Contractor shall provide continuous and independent review of all eWIC deliverables from the start of the contract through testing, pilot, implementation, and closeout phases of the project. The QA Contractor shall participate in all phases of the eWIC project life cycle; conduct risk analysis and identify potential risks and issues. The QAContractor shall evaluate any established methodology, business requirements, and technical requirements; validate requirements against business rules; and validate project documents. The QA Contractor shall evaluate the eWIC Implementation/Processors plan to develop services, retailer enablement strategies, and ideas for providing ongoing services during operation. The QA Contractor shall review and provide feedback on training plans and materials. The QA Contractor shall examine and provide feedback on MPSC MIS and or MPSC WIC EBT enhancements/releases affecting the eWIC processors interface and Universal Interface. The QA Contractor will develop the Test Plan (or will coordinate with the eWIC Implementation/Processor for its development) and conduct UAT, along with documentation and report development for USDA/FNS approval in accordance with FNS Handbook 901 guidelines for the eWIC Testing, Pilot, and Statewide Implementation.
