NDDWR anticipates that the planning process will take a couple months to provide adequate time for participation by the project team to conduct outreach with Water Commissioners and stakeholders through tools such as meetings, interviews and surveys and other mechanisms identifited by the consultant. The outcome of the process will be a written strategic plan document that presents the planning process, the research, the analysis, opportunities and strategies along with an implementation plan that NDDWR will use for the next (5) five years. Themes with attainable objectives should be apparent that will guide the Department for the next (5) years. Please note that this RFP requests the services of a consultant to facilitate the strategic planning process. NDDWR is aware that there are a variety of perspectives, models, and approaches available to develop a strategic planning document; therefore, the successful firm should be able to discern which model or model(s) will best enable NDDWR to complete its organizational and programmatic goals. As envisioned, the scope of services for this proposal will include the following components: Page 9 of 36 • Turn over a workable draft of a five year strategic plan to the Director no later than May 1, 2022 inclusive of all intellectual property in an editable format (Microsoft Office-based or compatible formats) allowing the agency to make future updates and revisions. All intellectual property, including drafts and raw data, will be considered as the property of the agency. • Assist the NDDWR with: o Holistically and comprehensively identifying internal and external key stakeholders including Water Commissioners for inclusion in outreach efforts; o Determining data collection requirements; o Identifying key strategic initiatives to help accomplish the agency mission and meet the expectations of our customers and key management enterprise stakeholders; and o The overall plan development process. • Facilitate using consultant-developed and driven methodologies approved by the agency: o Outreach efforts with identified/agreed upon internal and external key stakeholders including Water Commissioners; o Data collection based on identified/agreed upon information requirements; o Discussions focused ultimately on the need for reimagining the agency vision, values, and mission, and what that could look like (providing how North Dakota can become the most effective state in the nation for the development and management of water); o To review Department Divisions, current business practices, and water management compared to surrounding states; o Determination of a potential new identity and culture for NDDWR based on evolving changes and needs in the public communications enterprise; o Development of a situational analysis of the agency; o Identification and assessment of agency strengths, weaknesses, opportunities, and threats; o Development of at least 5 separate and distinguishable recommendations for vision and goals into the workable draft submission; each of which establishes a pathway for North Dakota to become the most effective state in the nation related to the development and management of water resources; o Identification of critical yet trackable metrics which the agency can track going forward as key determinants of successes; and o Development of recommended implementation actions the agency should take to meet re   Call 502-379-4456 Ext 100 for more details.
