Express an opinion on the fair presentation of the combined and combining financial statements (each individual fund) of PERS for the years ending June 30, 2021, 2022, and 2023. The Firm must give an opinion on other supplementary financial information (other than the combining statements) in relation to the financial statements taken as a whole. The firm will report on required supplementary information in accordance with the current guidance from the AICPA. 2. For multi-employer pension funds express an opinion on the fairness of the “Schedule of Employer Allocations” and “Schedule of Pension Amounts by Employer” and related notes to the schedules. 3. For the Retiree Health Insurance Credit Fund express an opinion on the fairness of the “Schedule of Employer Allocations” and “Schedule of Postemployment Benefits Other than Pension Amounts by Employer” and related notes to the schedules. 4. Perform testing of census data (as detailed in the SLGEP Pension Whitepaper Series or updated guidance). Audits will be done in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General o the United States, AU-C section 805, Special Considerations-Audits of Single Financial Statements and Specific Elements, Accounts, or Items of a Financial Statement, and Guidelines to Independent Certified Public Accountants Performing Audits of State Agencies, issued by the Auditor. The firm will also follow the guidance of the AICPA Audit and Accounting Guide “audits of State and Local Governmental Units,” and any other applicable AICPA audit and accounting guide. The audits shall cover the entire operations of PERS. The investments, except for defined contribution and deferred compensation assets of PERS will be audited as part of the Retirement and Investment Office audit. It is anticipated that the PERS auditors will be able to rely on the audit work performed at the Retirement and Investment Office pertaining to those investments. PERS did not receive or expend federal funds during fiscal year 2020 and does not anticipate receiving federal funds in the future. 3.3 EXPERIENCE AND QUALIFICATION A. Minimum Qualifications Offerors must have the following minimum qualifications in order to be considered for contract award: 1. The contractor must have the statutory authority to conduct audits in North Dakota as specified by N.D.C.C Chapter 43-02.2. Further the audits are required to be planned, supervised and most of the work done by Certified Public Accountants allowed to practice accounting under N.D.C.C Chapter 43-02.2. 2. The contractors most recent peer review or system of quality control review report must have received a peer review rating of pass. 3. The auditors must be independent in accordance with: a) AICPA standards, and; b) Government Auditing Standards, issued by the Comptroller General of the United States. 4. Auditor team members must meet the continuing professional education requirements of Government Auditing Standards. At the time specified by the Proposal Receipt Deadline, the offeror must have and keep current any professional licenses and permits required by federal, state, and local laws for performance of this contract. Offerors that do not possess required permits and licenses at the time proposals are due will be determined non-responsive and rejected. B.
