Currently, we are using ePeGS, a grants management solution, which is a State of Missouri web application created approximately 17 years ago and maintained by the States IT department. we are eager to begin Phase I, which is best described as "prework" and entails eliciting requirements, prioritizing requirements, creating user stories, creating project artifacts, and writing an RFP. In order to accomplish Phase I successfully, the job functions the contractor will be expected to perform are: 1. Review and analyze current system artifacts. 2. Learn the ePeGS system. 3. Coordinate with key stakeholders to meet and interview DESE Subject Matter Expert (SME). 4. Perform workflow analysis on manual processes performed outside of ePeGS. 5. Elicit requirements from the DESE Subject Matter Experts. 6. Document and confirm the requirements. 7. Create and document User Stories. 8. Create a requirements traceability matrix. 9. Create multiple diagrams depicting the flow of the current system processing. 10.Collaborate with the SMEs to label each User Story/requirement using MoSCoW (Must Have, Should Have, Could Have, Wont have at this time). 11.Analyze DESE Web Apps providing inputs into ePeGS and analyze the outputs of ePeGS for processing in other apps; based on analysis create a risk matrix and recommendations. 12.Create a Request for Proposal, presenting the RFP in review sessions with key stakeholders; make updates to RFP based on feedback and further discovery sessions with DESE SMEs, if necessary. A final RFP, accepted by all DESE decision makers, is expected. 13.Provides weekly status updates and/or presentations to the DESE Stakeholder team. position: 1. Business Analysis Body of Knowledge (BABOK) certified; equivalent advanced training/experience may be substituted. 2. Scrum Body of Knowledge (SBOK) certified; equivalent advanced training/experience may be substituted. 3. Project Management Professional (PMP) certified; equivalent advanced training/experience may be substituted. 4. Previous author/primary contributor to multiple Request for Information (RFI) and Request for Proposal (RFP). 5. Previous system development life cycle experience on large projects. 6. Collaboration and communication skills with large diverse teams. 7. Negotiation and consensus building skills with large diverse teams. 8. Presentation skills. 9. Analytical and problem solving skills. 10.Application requirements with advanced knowledge: a. Microsoft Word b. Microsoft Excel c. Microsoft Visio d. Microsoft Project e.
