The contractor shall also provide related professional services needed to implement and support the solution. The awarded vendor will provide and install digital imaging workstations for twenty-eight (28) Driver License Testing sites throughout the state. Eight (8) offices are considered permanent full-time and twenty (20) sites are on the state network and considered part-time. Examiner teams from six (6) of the major sites travel to the outlying sites on a weekly, monthly, or bimonthly basis. The vendor must provide for the probability of printing cards and mailing envelopes or labels from the part-time sites at a centralized site or sites. The vendor must provide in their response a breakdown of each separate component and feature of the DDL system, inclusive of the technical specifications (i.e., diagrams and specifications of hardware and software features). The proposal must also include a description of how images and signature will be captured, how the images would be downloaded to a workstation in a permanent site for DL/ID card production, uploaded to the server. The STATE is seeking a COTS product that best meets the core requirements listed in the Requirements Matrix - Attachment 2 and offers features and functionality that will be most advantageous in meeting the objectives described in this RFP. The STATE has not developed detailed requirements; therefore, one of the initial deliverables for this project will include the STATE and contractor completing a detailed Gap analysis against the awarded contractors COTS product. The Gap analysis will identify the process changes the STATE would need to make to use the COTS product. Efficiencies that could be gained beyond the core requirements through available configuration / customization will be evaluated and could be completed through a change order process/optional deliverable. The STATE will administer the contract resulting from the Request for Proposals. The contract term will start at contract signing and end on June 30, 2029. At any time during the contract term, other technology may be reviewed and added when it will reasonably enhance the overall system and is mutually agreed upon by the Vendor and the North Dakota Drivers License Division. STATE will pay for a minimum of 200,000 cards per calendar year at the Per Card Price. At the end of each calendar year, if the minimum cards has not been reached, CONTRACTOR may bill for any difference between actual and this minimum. During the calendar year of implementation, the minimum guarantee will be prorated based on the issuance date of the first card. The STATE will require any future legislative changes (Federal and/or State) to be included at no additional charge to the State. 3.4 EXPERIENCE AND QUALIFICATIONS All items listed this section are experience and qualification requirements.
