Complete Description: The objective of the proposal is to hire a seasoned SC3 to help manage various teams of LWD employees through the many phases of the UI and other supporting systems modernization project. This person will have a consulting role working closely with business, DIT mgmt and external personnel to ensure the success of all phases of the project. The consultant should have more than 20 yrs of IT mgmt experience with focus as a PM in a high-tech environment. He/she should be an expert in IT systems technology, project strategic planning and analysis, troubleshooting, quality control, forecasting, scheduling and tracking of results. The individual must be highly knowledgeable in SW development, rqmts analysis, and DB design. The individual must excel at the creation and implementing of technical and operational plans and strategies. The SC3 must be a very competent liaison between mgmt, clients, and personnel and have strong communication, presentation, analytical and problem solving skills. GOALS: • The creation of a comprehensive and final Gap Analysis document at the direction of the State with the assistance of the IT management and UI mgmt teams. • The writing of the RFP at the direction of the State with assistance from the team responsible for the compilation of the final document • Interface with all parties to monitor, communicate and strategize. • At a minimum, work with IT mgmt in the design and code processes of each deliverable and as well as the responsibility for their timely deployment. • Communicate status and obstacles on a regular basis. The scope of work will include the following. The SC3 will be onsite at the LWD building in Trenton throughout the entire engagement. The SC3 will take direction from and report directly to the Asst. Director of IT. The SC3 will be responsible and accountable for the coordinated mgmt of multiple related phases of the project directed toward strategic business and other organizational objectives. He/She will build credibility, establish rapport, and maintain communication with stakeholders at multiple levels, including those external to LWD. The individual will define and initiate tasks, and work with IT mgmt on the assignment of skilled staff to manage cost, schedule, and performance of component pieces, while working to ensure the ultimate success and acceptance of the project. The individual will maintain continuous alignment of project scope with strategic business objectives, and make recommendations to modify the program to enhance effectiveness toward the business result or strategic intent. The Senior Consultant will assist IT mgmt in the coaching, mentoring of personnel within a technical team environment. He/She will present regular Dashboard reports on the current phases of the project and foreseeable problems or opportunities to all levels of mgmt and interested personnel. • REQUIREMENTS DEFINITION • Coordinate and assist with the mgmt of a team of UI and DIT personnel in creating a gap analysis based on the existing functional specification from the original NJ Success project. Ensure that the items identified as gap are included in the functional specification in preparation for the RFP to be written. The SC3 will be responsible for the writing of the gap analysis document after review of the functional design documents and sessions with the UI business subject matter experts to obtain the needed input. • Coordinate and assist IT mgmt in the writing of the RFP at the direction of Asst.
