The MRI Enterprise Project Manager is the expert-level project manager and the person must be an expert in project management, including the planning, development, implementation, and evaluation of complex enterprise projects. 2. Development of scope, goals, work plans, timelines and implementation strategies for the completion of Idahos MRI. Since MRI is an ongoing project in its 4th year successful processes will be maintained and ongoing improvements in project management are expected. Some project management activities will require continuation of systems, existing goals, and current work plans. 3. Using an established Agile process for the MRI; provide leadership to use agile thinking, methodologies, processes, and paradigms within the larger project management framework to ensure the entire MRI uses the agile software development methodology. 4. Work closely with and support the Departments Executives, the Projects Business Leader, and Operational Leaders in the three identified Divisions within DHW to identify decision-making issues and develop and implement strategies to provide awareness; encourage involvement and obtain stakeholder decisions; and provide project level initiatives and solutions to impediments including technology designs and functionality options. 5. Ensure solutions integrate successfully across multiple Divisions and systems including DHWsIBES and MMIS systems as well as up and downstream systems at the federal and state level (Federal Data Services HUB) and the Idaho Insurance Marketplace. 6. Support the work of multiple MRI teams in all aspects of design, development, testing and implementation of modifications to Idahos Benefits Eligibility System (IBES) and the IBES Suite of systems to ensure business needs/objectives of the Division of Welfare, Medicaid and IT and the Department are met. 7. Identify and complete project tasks in alignment with DHW business designs for Eligibility Shared Services to ensure alignment with scope and schedule. 8. Work with both internal and external project partners to deliver MRI functions and capabilities. 9. Creation of measurement processes and methods for assessing progress toward goals and project outcomes. 10. Provide enterprise level alignment and coordination between the various DHW Divisions and engage with leadership to inform interactions with external political and technical organizations. 11. Ensure the business requirements and priorities of DHW are translated into project strategies, dependencies, deployments, return on investments, and interim deliverables; highly aligned with Agile Development methodologies 12. Participate in an ongoing review with DHW business leadership to define, recommend, and ultimately close the gaps between necessary functionality, the ability to create the functionality, and the federal and state defined requirements of the MRI. 13. Provide status updates in several forums and mediums, including but not limited to weekly team meetings, management meetings, executive reviews, federal and state funder reports and audits and other situations where the status, risks, and projections of project status are needed. 14. Collaborate with DHW to develop, implement and use an agreed to set of MRI Performance Metrics and Agile Methodology metrics. 15. Facilitate and document project and Agile Methodology meetings/events/forums (such as Potential Shippable Increments, Sprint Reviews, Swarming, Continuous Improvement, etc.) as needed.
