Description: our client is looking for a Business Systems Analyst with 10+ years of experience to assist with the gathering, defining and evaluating the business requirements needed to implement an agency-wide billing system. Duties will include the following: Review, analyze and evaluate multiple and non-similar user requirements and desired functionalities. Elicit requirements using various elicitation techniques such as Brainstorming, Document Analysis, Process Mapping, Cross-Functional Workshop Facilitation, Direct Observations and Data Mining. Develop As-Is and To-Be process maps to review current business processes and demonstrate improved processes. Perform gap analysis of current baseline requirements and future business needs/objectives.Conduct interviews and focus group sessions with users, developers, integrators, etc., conducts risk analysis to produce requirement artifacts for system development (e.g. - Field Definition Matrix, Business Rules, Interface requirements, Use Cases activity diagrams Re-engineer and clearly define business processes for the targeted new application. Identify how the new application and business processes will integrate with existing business processes. Conduct benchmarking outreach with other organizations or use experience to identify best practices to be leverage in the design and delivery of VSPs billing system.. Develop a change management plan, outlining steps and activities VSP should implement to ensure individual and Agency transition to the desired outcome. Define roles and access rights needed for the new application. Function as a liaison between VSP and the vendor providing the solution. Possess strong organization, analytical, problem solving, and interpersonal skills. Self-motivated and able to develop rapport and positive working relationships with coworkers. Must have demonstrated prior experience gathering and defining requirements for the design and implementation of billing/invoicing systems. Prior experience gathering business requirements for accounting/finance projects.
