Project Description and Status On November 6, 2018, Initiative 427, the expansion of the Medicaid-eligible population, was approved by Nebraska voters. To implement Initiative 427, the Division of Medicaid and Long-Term Care (MLTC) must complete amendments to current waivers, contracts and regulations. The Division will also need to complete an extensive package of information systems and technology enhancements to N-FOCUS, ACCESSNebraska and the Medicaid Management Information System (MMIS), as well as hire and train additional staff in the field and central office. Position Duties This position will work as a part of the business analyst team supporting the current Medicaid E&E systems, N-FOCUS and ACCESS Nebraska. Under general direction, gather, define and document complex business and system requirements. Facilitate meeting discussions between business users, business analysts and technical analysts. Document organizational policies and procedures in the context of system requirements. Work with technical staff and business users to problem-solve and identify workable solutions. Create and execute test cases, test scripts, data sets and user procedures. Ensure testing results correspond to all Business and System Requirements. Work on multiple Projects and SDLC phases concurrently; meeting multiple deadlines. Work with Team Leads, technical staff and business users to identify, track and manage project issues as they arise. Answer questions and inquiries about system functionality. Provide user support, including training, help and instructions. Mentor/coach less experienced business analysts contributing to the project deliverables. Position Requirements Required: • Bachelors degree or higher. Candidate may substitute 3 years of work experience for 1 year of education. • At least seven years of full life-cycle system development experience. Extensive SDLC experience utilizing waterfall, agile and hybrid methodologies. • Minimum of seven (7) years of Health & Human Services (HHS) Eligibility & Enrollment (E&E) and/or Case Management software development and maintenance experience. • At least five (5) years of experience in a client-facing role, analyzing and documenting Fit-gap and Functional Design. Extensive experience with developing system requirements and functional design is required. • At least ten (5) years of experience with planning and executing system and user acceptance testing, preferred for HHS E&E systems. • Strong verbal and written communication skills, including the ability to gather and provide information effectively when under pressure, regardless of audience (i.e., project sponsors, stakeholders, teams). • Must be able to work well within a team environment and have exceptional collaboration skills with all levels of business and technical staff. • Strong organization, planning, problem solving, decision making skills and attention to detail.
