Some familiarity with the use of standard market Testing tools. we are seeking an individual with the necessary skills, qualifications, education and experience for analysis and support related tasks on the following systems: Background Check System (BCS), Home Visiting Program, Early Childhood Information System (ECIS), National Sex Offender Registry System (NSOR), Child4Care System - (CCCCP/CCFW/ Kickstart), FBI and Department of Children and Families – DCF, and ImpaCT System - (IMPACT) and other newly emerging programs. The consultant will provide business analysis, data analysis, project coordination and quality assurance as well as any activities associated with technology design, development, testing and support. The initial responsibilities of the consultant will be on the Background Check System. The Background checks play an essential role in ensuring that children are safe in child care facilities throughout the State of Connecticut. The mandatory background check applies to all people who work and/or live in Connecticut child care facilities and licensed homes and includes those that provide care to children in their own home. The requirement requires a comprehensive background check at least once every five years. The business analyst will also assist in the agencys implementation of home visiting programs that prioritize prenatal and infant enrollment using an evidence based home visiting model. The home visiting system will promote healthy births, enhance child development and positive parenting practices, and prevent child maltreatment. Scope of Work: The team is looking for a technical business analyst to initially work on the Background Check Information System with the Legal team of OEC as well as work on other systems. The candidate must be able to understand a project with multiple data streams that come together in one location. The team will also need support with the Home Visiting Application (this is an early intervention program) and other projects as needed. Duties and responsibilities include: Develop business requirements for Agile based efforts. Identify and define needs by analyzing, defining and formalizing business processes and requirements Documentation of functional and non-functional requirements, review of testing strategy, and support of User Acceptance Testing Manage requirements throughout the SDLC. -Interact with Business Partners, IT project team (Project Manager, Architects, Developers, and Testers) Collaborate with the development team to define and manage project scope. Identify the scope of new or enhanced applications based on business need; provide effort estimates for development of detailed business requirements Elicit detailed business requirements from business stakeholders, perform analysis, and complete Business Requirements Documentation Collaborate with technical resources to provide solutions that are aligned with and support the business strategy and objectives Work with business partners to develop acceptance criteria and a plan to facilitate user acceptance testing to ensure that the solution meets the business requirements Answer project team question   Call 502-379-4456 Ext 100 for more details.
