This position will act as the Economic Assistance Divisions subject matter expert for Self-Service Portal and Combined Eligibility System (SPACES) data warehouse project and will do so by leveraging their data analysis skills to analyze business programmatic and policy needs, understand source systems data and then map them to data warehouse data models. Candidates must have a strong foundational experience in ETL requirements gathering, Field/Data Mapping, SQL query, report analysis, data warehouse development and support. This position must be well versed in program management, process improvement, eligibility system operational concepts, and the design and implementation of eligibility systems supporting programs such as SNAP, TANF or Medicaid. This position will alsohelp facilitate the work of the team to create a data warehouse in which all processes, batches, interfaces, files and reports work together in a cohesive manner, enforcing standards and methods consistently across the project. Job Responsibilities: • Proactively defines, identifies, develops, and implements processes and procedures to support Economic Assistance divisions strategic and operational planning. • Learn and document the processes, systems, tables, and business rules for SPACES and any ancillary products that are part of reporting and data management in the system • Works closely with SPACES and MMIS Product Owners and Business Users to flush out needs and wants in the product solution • Be able to independently determine system behavior by following the data trail via SQL queries and process flows • Translate business requirements into documented technical requirements • Think through potential scenarios and use cases to ensure a comprehensive solution • Proactively help define potential reporting/data analytics requirements • Review solutions for missed requirements • Assist in defining table relationships and mappings • Create/Maintain rules library, data definitions, data dictionaries and other pertinent documentation • Must understand the Software Development Life Cycle, using an Agile methodology • Participate in joint application design session with development team and policy stakeholders for data warehouse and reporting requirements • Candidate must be SQL power user, able to review results, conduct root cause analysis, identify next steps, and put them into action. • Writing SQL queries, procedures, and reports on both ad-hoc and production basis for analysis of data. • Develop test scenarios and test cases based on written requirements • Execute and review test runs and sign off on testing components Experience/Preferred Skills Required: • 7+ years of experience in leading requirements capture, management and analysis activities, including conducting user interviews, leading and facilitating JAD sessions, and developing business process models and formal specifications • 3-5 years of experience working in a data warehouse environment • 3+ years of SNAP, TANF or other economic assistance program expertise. • Intermediate to advanced experience with SQL data queries • Ability to read schema and flat file formats • Understand table relationships and how data is transformed across all connected datab   Call 502-379-4456 Ext 100 for more details.
