DHHS is considering changing ANDI to utilize the state standard Hyland OnBase platform for the underlying content management system. DHHS is seeking a Senior Technical Architect to lead a detailed impact analysis of the proposed change, document the impact assessment and assist DHHS in planning for potential subsequent phases of the project. State technical and business subject matter experts will be available as needed for the successful candidate as s/he conducts the analysis. However, the successful candidate will have primary responsibility for conducting the analysis and documenting the assessment. The successful candidate will report to the N-FOCUS Application Development Manager or designate. Review as-is solution documentation and interview state subject matter experts to obtain a detailed understanding of the existing solution. * Develop an understanding of the envisioned to-be environment. * Identify the detailed changes required to transition from the as-is to the to-be environment for each solution component, for each change: * analyze options and considerations, * facilitate state decision-making to select an option if multiple exist, * assist with internal resource and schedule estimates to implement each change required, * assist with estimating cost and schedule for any required changes needed by external solution providers (e.g. reconfiguration of high-speed IBML scanners in mail centers). * Identify impacts and changes to the existing business process workflow and end-user experience across the various business processes supported by the solution. * Facilitate assessment with relevant state subject matter experts of impacts and considerations for the hardware/software and network infrastructure underlying the envisioned solution. * Assess existing document image conversion options and outline implementation plans. * Document the impact assessment deliverable and facilitate review and discussion by state stakeholders. Required Skills: * Bachelors degree or equivalent experience. * Ten years or more IT and systems development lifecycle (SDLC) experience including SDLC management experience. * Five years or more architecting large-scale complex systems solutions involving multiple technology and hardware platforms. * Experience with architecting solutions utilizing enterprise content management systems, preferably solutions involving high-volume document scanning/indexing requirements and integration with large-scale custom line-of-business systems. * Strong systems analysis, design and technical application architecture skills. * Strong verbal and written communication skills, including demonstrated experience in gathering requirements from a diverse audience, both business and technical. * Strong presentation and documentation skills. * Strong organization, planning, problem solving, and decision making skills. Comfortable prioritizing and managing multiple tasks and projects. Desired Skills: * Experience architecting solutions utilizing the Hyland OnBase platform. * Experience architecting solutions utilizing Spielberg FileDirector. * Experience architecting solutions utilizing high-speed/large-volume scanners, such as the IBML ImageTrac. * Experience architecting solutions involving enterprise Microsoft Windows Server environments and Microsoft SQL Server. * Experience with state Health & Human Services systems requirements and portfolios, particularly integrated eligibility solutions.   Call 502-379-4456 Ext 100 for more details.
