They will maintain and manage IT related contracts, oversee the development progress of contractors, testing of software, software modification, manage system planning and development, oversee technical components of software pilot testing, establish user account protocols, assist in establishing process and procedures for data access and bidirectional data sharing, security, privacy and integrity, conduct research on HIE, answer technical questions specific to the project. This position serves as the liaison between the business and contractors fulfilling the grant requirements, end users and applications developers. Job Duties: This position is responsible for working with the Office of Emergency Health Systems to support the implementation of the ImageTrend Elite and Health Information Hub system as well as the bidirectional sharing of Emergency Medical Services Patient Care Reports data and hospital patient outcome data with the Nebraska Health Information Initiative (NeHII) database. This position serves as functional lead on the business process to coordinate work between DHHS, ImageTrend and NeHII to fulfill the objectives of the Medicaid HITECH grant and assist with current projects on the ImageTrend Elite system. This includes coordinating work efforts, prepares project/work plans, monitors work progress and prepares project progress report; confers with grant team to determine the business needs and requirements, analyzes business processes, documents existing business process and proposed modified process and documents appropriate business rules, policies and standards. This position will communicate with the contractors the business requirements, develop business process solutions, communicate with appropriate staff on identified issues, may provide training/assistance to end users, analyzes business system operation/function solutions for feasibility, documents business system operation/functions and proposed changes/modifications, participates in system analysis and design, performs system testing and assists in database building and maintenance. Ability to identify the needs of DHHS and its customers and provide solutions is key to the success of our Business Analyst. Communication skills must be strong and proven. Knowledge of HIPPA and HL7 is strongly encouraged. Experience with ImageTrends Elite software is preferred. Minimum Requirements: (must match class spec) Associates or Bachelors degree, training, or experience in the analysis of business processes and, software development life cycle, project timeline development and change management. Prefer: Associates, Bachelors or Masters degree in Information Systems, Information Technology or related field. Knowledge, Skills and Abilities: Knowledge of software development life cycle, project and change management experience, system documentation, database reporting tools and methodologies – SQL and Microsoft Office. Knowledge HL7 messaging. Strong analytical and problem solving skills. Excellent communication skills including oral, written and presentation.
