Required Skills: * Experience managing technology projects or strong understanding of project management principles, System Development Life Cycle (SDLC) or Project Management Professional (PMP) certification. * Knowledge of business requirements gathering, development, and management of software development projects. Knowledge of business process re-engineering and development. Experience with contracts, service level agreements, and contract language, RFO, RFP, SOW, etc. * Skill in coordinating and solving complex problems and troubleshooting computer systems issues and defects. Skill in analytical and product management, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Ability to analyze systems/procedures and write test plans and validate them. Ability to apply knowledge and experience with tools and programming languages. * Must be able to effectively communicate, facilitate and present information and/or training to individuals and a wide variety of audiences. Must be able to produce clear, concise, and professional documents, reports, and presentations using technical and non-technical language. * Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers. Respond to customer inquiries and demonstrate excellent customer service skills. * Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines and/or shift priorities/tasks without sacrificing accuracy, timeliness or professionalism. Ability to work independently and to understand and effectively apply complex oral and written instructions and procedures. * Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook * Experience with JIRA, or other comparable defect / issue management toolsets * Experience with MS SharePoint or other file sharing / collaboration applications * Knowledge of the entire application lifecycle development process using the Software Development Lifecycle Methodology (SDLC) * Skill in utilizing productivity tools including MS Project, PowerPoint, Excel * Experience developing requirements in an service oriented architecture environment * Ability to develop and maintain use cases and other software requirements specifications * Working knowledge of, or the ability to rapidly assimilate information related to client, State, and Federal regulations, legislation, guidelines, policies and procedures. Must be able to learn and become knowledgeable of Driver License Division statutes, rules, policies and procedures.
