Required Skills: * Knowledge of software development life cycle and systems development life cycle concepts * Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources * Skill in project management principles and practices * Experience in and knowledge and understanding of state government procurement processes * Experience in and knowledge of Information Technology contract development, evaluation and management * Skill and experience in business analysis methodologies * Skill and experience in analyzing and evaluating complex information technology programs, policies, and issues * Experience and skill in processing contract solicitations for software as a service (SaaS) * Experience and skill in preparing and documenting and analyzing functional and technical specifications * Experience in moderating project implementation of SaaS products between Business and Vendor * Experience and ability to assist with development of Request for Offer or Proposals documents, including service level agreements (SLA) and evaluation plan requirements * Experience and ability working on process improvement projects that incorporated technology as part of the solution * Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications * Ability to communicate in writing; to translate user/business needs into a technical style * Ability to analyze, evaluate and integrate business rules into system requirements * Ability to communicate effectively * Ability to understand the relationship between technical requirements and business processes and the interfaces required with existing software applications and hardware systems * Ability to communicate between agency and vendor * Ability to write test cases with customer input * Ability to lead and monitor testing * Ability to report on testing results including any analysis   Call 502-379-4456 Ext 100 for more details.
