This recruitment is seeking an experienced and hands-on business analyst to lead requirements gathering and management within the Enterprise section. This business analyst will work closely with the project manager, development team, and program area stakeholders. They will be responsible for eliciting, documenting, and maintaining requirements for new web applications as well as enhancements to existing applications. The business analyst will understand business objectives and problems and identify alternative solutions. Working with the PM, the incumbent will manage the process of taking business requirements and translating them into technical requirements that application architects and developers will use for design and development. The incumbent will assist in quality assurance (QA) testing as releases are moved from system testing to QA testing environments, as well as being a liaison between the business user acceptance testers to report bugs back to the technical team. The business analyst is expected to work with minimal supervision, have strong communication and leadership skills, and be a team player. Hands-on testing experience is required. Prior experience building and supporting Collection-focused web applications, such as Benefits Recovery Investigation Tracking System (BRITS), and experience with the referral/investigation lifecycle and claims processing is required. Key responsibilities of the business analyst: Responsibilities include documenting business requirements; translating business requirements to technical requirements; maintaining functional requirements documentation; coordinating of testing; and may act as a backup to the development project manager as required. • Holistic knowledge of the requirements process and demonstrated ability to elicit and document business requirements • Ability to translate business requirements into technical requirements;maintenance of functional requirements documentation. • Ability to adapt facilitation approach or communication style based on audience, level of knowledge, and ability/availability to participate for stakeholders across the agency. • Deep understanding of the State of Wisconsin referral/investigation and claims processing lifecycle and related business needs. • Prior use of requirements tools and experience/demonstrated knowledge of how they may interact with applications used for management of bugs, issues, testing,design and development. • Ability to quickly understand business drivers, model existing processes and facilitate and guide business constituents to developing future state requirements, rather than solutions. • Identify and propose possible mitigation strategies for risks and opportunities, independently or collaboratively with the team. • Experience in a large scale, multiple constituent organization to understand and anticipate change management, training, support, and overall operational handoffs needed. • Familiarity with the BABOK, or certifications offered through the International Institute of Business Analysis is preferred. • Review, analyze, and evaluate business systems and user needs; leverage experience with business process reengineering or process mapping and workflow diagrams. • Develop and/or ma   Call 502-379-4456 Ext 100 for more details.
