The candidate must have significant full life-cycle systems development lifecycle (SDLC) experience including large-scale, full life-cycle software testing management experience and hands on test automation skills and experience. Project Description and Status On November 6, 2018, Initiative 427, the expansion of the Medicaid-eligible population, was approved by Nebraska voters. To implement Initiative 427, the Division of Medicaid and Long-Term Care (MLTC) must complete amendments to current waivers, contracts and regulations. The Division will also need to complete an extensive package of information systems and technology enhancements to N-FOCUS, ACCESSNebraska and the Medicaid Management Information System (MMIS), as well as hire and train additional staff in the field and central office. Position Duties As the Testing/QA Lead on the project under the direction of the DHHS project management team: • Develop and formally document a comprehensive full-life cycle testing plan for the project. The testing program shall be aligned and comply with federal oversight requirements as described in Appendix A later in this document. The testing program shall also include a performance testing component intended to insure that critical public-facing and internal system features will perform adequately under the increased utilization expected with the launch of Medicaid expansion in Nebraska. • Manage and oversee execution of the overall testing program for the project, particularly the system, regression, acceptance and performance testing phases. • Monitor testing progress and oversee the defect resolution process. • Define and/or refine testing approach, tools, automation and documentation, incorporating industry best practices where needed and leveraging existing DHHS testing practices. • Participate in regular project status meetings, track and communicate testing progress, issues and risks. Position Requirements Required: • Bachelors degree or higher. Candidate may substitute 3 years of work experience for 1 year of education. • At least seven years of full life-cycle system development management and leadership experience with enterprise-scale systems. Extensive SDLC technical experience utilizing waterfall, agile and hybrid methodologies. • Considerable experience as a Test Lead on a large software development project. • Experience managing all phases of software testing including test planning, functional testing and regression testing. • Strong experience in testing automation. • Experience with building and maintaining automated testing infrastructure; design test framework; analyzing test results; and ensuring product quality standards are met. • Strong knowledge of software testing best practices and experience with test effort estimation and defect tracking tools. • Strong verbal and written communication skills, including the ability to gather and provide information effectively when under pressure, regardless of audience (i.e., project sponsors, stakeholders, teams). • Must be able to work well within a team environment and have exceptional collaboration skills with all levels of business and technical staff. • Strong organization, planning, problem solving, decision making skills and attention to details.
