The candidate must have significant full life-cycle systems development lifecycle (SDLC) experience including large-scale software testing management experience and hands on test automation skills and experience. The system integrator has primary testing responsibilities for all phases of testing (unit, integration, system, regression, performance, recovery, etc.) except for user acceptance testing. DHHS, with assistance from the system integrator, will be responsible for user acceptance testing. Project Description and Status The scope of the Medicaid Eligibility and Enrollment Solution (EES) project includes acquisition, configuration, development and implementation of a modern, commercial-off-the-shelf (COTS) Medicaid eligibility and enrollment system compliant with the Affordable Care Act (ACA), and current Centers for Medicare and Medicaid Services (CMS) information technology standards and conditions. The solution requires a modern application architecture which includes, an easy to use interface for both internal service delivery staff and public users, a high level of automation, and establishes a modern enterprise-class technical foundation that can be leveraged to modernize additional DHHS benefits programs, such as SNAP (formerly known as Food Stamps) and other Economic Assistance programs. EES is the first of multiple phases to modernize system support for the DHHS programs currently supported by a legacy system. The foundational product for the EES solution is the IBM Curam Social Program Management Platform. The EES project is a COTS system implementation. Currently the project is finishing identification and design of system modifications and extensions to fill functional gaps and interfaces. Development is in progress and initial testing has begun. The system targeted for full implementation in the 1st quarter of calendar year 2019. The systems integrator will host the EES solution and provide system maintenance and operations services subsequent to implementation. Position Duties As the DHHS testing lead on the project under the direction of the DHHS project management team: • Oversee, integrate and coordinate all testing efforts and phases, including the entire solution testing life-cycle. • Oversee system integrator testing. • Manage user acceptance testing (UAT) and the state team conducting UAT. • Manage the state testing team contributing to integration and system testing prior to the UAT phase. • Define and/or refine and confirm testing approach, tools, automation and documentation. • Participate in regular project status meetings, track and communicate testing progress, issues and risks. Position Requirements Required: • Bachelors degree or higher. Candidate may substitute 3 years of work experience for 1 year of education. • At least seven years of full life-cycle system development management and leadership experience with enterprise-scale systems.
