Position Context

In accordance with PA 16-77, the role of Health Information Technology Officer (HITO) and the Health Information Technology (HIT) Advisory Council was established to develop and coordinate the implementation of a state-wide health information technology plan, establish electronic data standards to facilitate the development of integrated electronic health information systems for use by health care providers and institutions that receive state funding and to develop and implement a State-wide Health Information Exchange (HIE). A HIT Program Management Office (PMO) has been established to coordinate the portfolio of project activities arising from the legislated mandate. Positions are needed from time-to-time to assist in the installation of this office, including the development of a statewide HIT plan; development, implementation and evaluation of goals and objectives consistent with the statewide HIT plan; and preparation of associated policies. This position is needed to implement operational capabilities that deliver prioritized health information exchange prioritized use cases consistent with the HIT PMOs mission and in accordance to the priorities established in consultation with the HIT Advisory Council.

Statement of Needs

The HIE Project Manager will support the HIT PMO and report to the HIE Sr. Program Manager. The position will oversee, track, status, and escalate project related issues from the Contractor assigned to the HIE Service Area #3. Responsibilities that comprise defining, organizing and driving toward project-based deliverables as they are prioritized and assigned, ensuring effective stakeholder engagement, and problems and conflicts are resolved. This role will be expected to develop effective working relationships with the HITO, HIT PMO, State Agency and Entity Resources, Project Team Resources, as well as stakeholder groups and the health care ecosystem of the State, necessary to ensure timely and efficient implementation of HIE services and HIE project plan objectives. Assigned individuals will participate in HIT Advisory Council preparations and may be required to present at these monthly meetings.

Position Requirements

Candidates for these positions must generally possess the following attributes:

• Candidates must demonstrate competency in the practical application of HIT concepts.
• Strong interpersonal communication skills. Demonstrated ability to write or orally present in a clear and concise manner that is appropriate to the intended audiences.
• Strong project management skills. Demonstrated ability to analyze and rapidly synthesize technical information; proven ability to plan, track and status project tasks for completion or escalation as necessary; discern stakeholder motivations and find/negotiate project paths forward; and simplify complex concepts for presentation to a variety of audiences.
• Orientation to delivery and follow-up. Demonstrated experience with project management tools and techniques with a track record of successful delivery.
• Comprehension of mission and objectives of the Health Information Technology Plan and HIT PMO. Candidates must have knowledge of relevant state and federal laws, statutes and regulations, and the ability to analyze healthcare legislation with a view to anticipating impact on current and future projects.
• Hands-on approach. Candidates must be capable, willing and able to participate in the completion of any/all project related needs as they arise.
• Ability to lead through others. Candidates may lead projects staffed by subject matter experts (SMEs) that deliver on specific technical and governance needs, that may include, but is not limited to (1) developing stand
