Software Engineers typically are involved in maintenance (including production support), enhancement and development work. Deliverables: Description of skills and knowledge include: This is a professional level position which may require coordination of programming activities being conducted by the team Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing. Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders. Utilize deep modeling, design and coding skills. Analyze and design enhancements, development programs, and/or required fixes to production problems. Design applications to functional and technical programming standards. Gather and interpret user requirements into design specifications. Develop system specifications and interfaces. Determine time estimates and schedule for work. Code enhancement and development programs and/or required fixes to production problems using the functional and technical programming standards. Test enhancement and development programs. Structured code reviews / walkthroughs. Create and provide content for operational documentation to Technical Writers. Utilize configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application. Skills Required: This person needs to be self-motivated, fairly senior level individual, that has the mind of a business analyst that can write code, but doesnt need to. We want them to focus on analysis and design, while assessing the development impact. This position will be working with Automated Verifications and working the Idaho Ford Foundation Proposal and designing an action plan. This plan would be composed of the following components: • Identify all interfaces and prioritize the interfaces to support • Identify Subject Matter Experts (SMEs) that should be involved in project delivery • Research what other states have done, e.g. Utah, Washington, etc. • Review the Federal guidance on the Data Hub • Analyze the specifications and business perspectives of the existing interfaces • Determine additional interfaces that should be addressed, e.g. Local income interfaces (e.g. Work Number) • Develop requirements (Epic story level and lower) o Consider pre-population at application and renewal o Income segment updates o Investigate Family Unit impacts o Investigate fuzzy logic validations o Real-time Citizenship verification (online SVES) etc. • Work with the Idaho Benefits Eligibility System (IBES) Product Owner to establish the approach for automated interfacing with IBES • Consider specific metrics and methodologies to measure success • Work with IBES Product Owner to define high level architecture • Developing cost estimates After the Automated Verification is completed this individual will assist with the plan for Universal Workforce.
