It is essential that DOM be open, accessible, and operating as normally as possible during, or as soon as possible after, a disaster and/or emergency.Developing, testing, and maintaining a usable, accessible, division-wide integrated plan is essential to prepare the State in the event of a disaster to restore operations to the broadest extent in the least amount of time. The State desires to continue to operate, serve its Clients and the Community in emergency situations or in the event of a natural or man-made disaster, while protecting, preventing loss, and minimizing damage to life, property, and assets. The purpose of this solicitation is to establish and guide the implementation of a Business Continuity Program Division-wide. The Business Continuity Program will use industry standards to develop the program elements and requirements. The output of this project will be a comprehensive program guidance document with specific standards for implementation and successful maintenance of the program. 2. Project Scope: The successful Vendor shall submit a proposal that includes the following components for a Business Continuity Program including but not limited to:assessment, planning development, implementation, training and testing. Assess existing BC/DR capabilities - Review existing business continuity plans, disaster recovery plans, emergency response procedures, standard operating procedures and other associated plans and procedures to understand the current operations and business functions. Determine DOMs ability to recover critical systems and processes from significant business disruptions. Identify areas of strength, gaps and opportunities related to DOMs existing BC and DR capabilities and the existing capabilities of DOMs agents. Compare DOMs existing BC and DR programs, and coordinate with the Mississippi Emergency Management Agencyon existing State templates, as well asleading practices, and to pertinent regulatory requirements and industry standards, SUCH AS: ISO 22301, NFPA 1600 (or other BC related standards) ISO 27031 HIPAA State of MS Enterprise Security Policy (ESP) IRS Publication 1075 SSA Conduct a review of each office/system and their risk management capability. Identify critical systems and process with a Business Impact Analysis (BIA) Develop questionnaire, Conduct workshop to instruct business function and process managers how to complete the BIA, Receive completed VIA questionnaire forms, Review BIA questionnaires, Conduct follow up interviews to validate information and fill any information gaps, Identify the potential impact over time resulting from an interruption in each of DOMs functions, Identify the information technology systems that provide essential support for DOMs critical business operation functions, Establish recovery time objectives (RTOs) for each of DOMs operation functions. Establish RTOs and recovery point objectives (RPOs) for each of DOMs IT systems, Assess the risks at each of DOMs critical facilities and make recommendations to avoid or mitigate risks that could manifest themselves into an interruption of critical business functions, and Align the BIA report with the structure and terminology contained in a recognized international BC standard, such as IS   Call 502-379-4456 Ext 100 for more details.
