Grant administration capabilities should provide for integration with financial accounting system modules and functions (e.g., budget tracking, accounts payable, GL postings, financial reporting). A. REQUIREMENTS Grant Scenario Preparation Provide support to prepare, schedule, present funding, and grantee distribution scenarios for a particular grant round. This includes any workflows for application processes, intended stakeholder lists, scoring criteria, scoring applications, risk assessment, approvals, information gathering/validations, reimbursement processes, etc. Offeror Response: Complex Grant Scenarios Some grant totals are split across multiple funding sources and across multiple agencies, federal and state, that need to be coordinated and tracked. Other grants are comingled, bringing multiple funding sources to the same grantee. One grant can be split for different activities that are allowed under the grant, but must be reported separately. Grantees should be able to request funds in one submission, and the system allow State to track the funds back to the specific funding sources. Offeror Response: Set Role-Based Approval Or Action Allow for the establishment of roles associated with specific workflow steps and actions. Roles could be based on such factors as timing (required number of days for action), and approval based on completed actions in other steps or workflows. Offeror Response: Tracking Of Grant Workflow Activities And Transactions The system should capture information about and allow for data search and reporting on all defined activities, milestones, and transactions associated with the grant application, review and approval, grant project monitoring, invoicing and reimbursement, etc. Offeror Response: Access To Central Contact Directory Ability for STATE staff to maintain and update a unified contact database, such as contact and descriptive information about STATE customers and other individuals or organizations. Needs to integrate with web-based tool for customer registration and profile update. Offeror Response: On-Line Grant Application On-line services for grantees to apply for grant rounds, monitor their applications, approved funds, submissions for reimbursements, and status. This capability also should allow the applicant to attach documents, to include the following: photo, or other attachment using standard file types (e.g., PDF, TIFF, Word, Excel, JPEG, etc.). Offeror Response: Save Partially Completed Application Allows user of a web-based form to partially complete the form, close the session, and then re-enter to complete the form later. Offeror Response: Online, Joint Scoring Tool for Grant Application Creation of one or more grant application scoring tools--specific scored items, scoring scale, entry of comments, automatic tabulation. Access to scoring tool on-line--by grant application reviewers (STATE employees or other designated non-STATE employees). Tool captures scores, associates scores with individual reviewers, and compiles composite scores.
