Description :

The Office of Minnesota IT Services (MN.IT) @ the Departments of Administration and Management & Budget are planning to upgrade the current PeopleSoft Enterprise Financial Management Solutions (FMS) system to PeopleSoft version 9.2. FMS is the core tool that supports the State accounting and procurement functions. The State has named this application Statewide Integrated Financial Management Tools (SWIFT). The FMS application is currently operating in PeopleSoft version 9.1. MN.IT Services (MN.IT) @ the Department of Administration and Management & Budget recently completed a strategic planning phase for SWIFT. The resource request is to assist the State to initiate the system scoping, design, and initial development activities associated with deploying this enterprise system. The initiation phase of this project is expected to be approximately 6 months in length, with extensions based on legislative funding and the results of the initiation phase.

• Oracle Support for PeopleSoft version 9.1 ends in January of 2018.
• The current modifications found in SWIFT far exceed those found in other organizations (both private and public) with recent upgrade experience.
• Budget considerations due to legislative decisions could directly impact the second phase (post September 1 timeline), final deployment timing, and approach.
• Accessibility is extremely important to the State and SWIFT must meet the WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards.
• Performance tuning of SWIFT is extremely important and must meet industry standards for an enterprise system; a focus will be put on reliability (availability vs. down time), system processing (specifically in budget checking), and timely batch processing.
• The SWIFT system data will be used in the State of Minnesotas data warehouse and interfaces are a major component of this upgrade.

At a minimum, a proposed resource must meet the following mandatory qualifications. Resource submissions that do not clearly demonstrate that these mandatory qualifications are met will not be considered under this RFO.

• Propose an hourly rate at or below vendors Maximum Hourly Rate for the Program/Project Management SITE category.
• 7 years experience serving as a project coordinator in a large-scale technology modernization effort or ERP (large-scale is considered >$5 million or >35 Staff)
• B.S. or B.A. degree (4 year)
OR
Associates degree (2 year) with ten (10) years experience as a project coordinator
• 5 years combined experience developing project templates, on-boarding documentation, and project repositories
• 5 years experience in developing and managing project reporting metrics and reports
• 3 years experience using Microsoft Excel, PowerPoint, Word, and Project
• Served as a Project Coordinator/Support Project Manager for at least 1 Public Sector (i.e., Federal, State, County, City, Municipality) or Higher Education system deployment in the last 5 years (entire deployment does not need to have occurred within the past 5 years; deployments that started more than 5 years ago and were completed within the past 5 years are acceptable)
• Able to work on-site 5 days per week

Desired Skills

Proposed resources that meet the Mandatory Qualifications will be evaluated on the following Desired Skills. Responder should demonstrate in its proposal the length, depth, and applicability of the proposed resources prior experience in the desired skills below.

• Experience in PeopleSoft implementations (preferably Financials)
• Experience working on large projects with teams exceeding 50 staff
• Experience working with creating and managing SharePoint reposito
