The system must have public access through a secure public website and separate administrative access through password protected accounts. Access through the public website must allow users the ability to search, register, and receive notifications for offenders and defendantsin ND and the ability for victims of crime to assert their Marsys Law Rights, as well as have a mechanism for agencies to trigger notifications when record requests are made that are relating to the victim of crime. Administrative accounts must also allow users the ability to search, register, and receive notifications for offenders and defendants in ND as well as allowaccess to other parts of the system based on security permissions, such as reports, user account setup, and tools needed to maintain the system. The system must interface withand obtain data from the following criminal justice agencies. ND county jails – There are twenty-one county jails in the state of ND. The system must obtain data from each jail management system containing initialbooking data and offender updates, near real time. within a reasonable timeframe. This data includes, but is not limited to, offender demographics, photos, charge details, statuses,victim contact information, and agency information. ND Department of Corrections and Rehabilitation (DOCR)– The system must obtain ND DOCR initial booking data and offender updates within a reasonable timeframe. This data includes offender demographics, photos, charge details, statutes, and agency information. It must also obtain data regarding parole board review scheduling, results, and statuses from the ND DOCR record management system. ND Parole and Probation–The system must obtain information from ND Parole and Probation containing parolee and probationer data. These files include demographics, supervision status, photographs, address changes, and supervisor information. ND Department of Juvenile Services (DJS) – DJS data includes juvenile offender and status data. Juvenile data must not be available to the public. Juvenile data can only be available to admin users with specific permissions and through a password protected account. ND State Hospital -State hospital data includes resident confinement data for applicable legal statuses. This data includes resident demographics and custody status information. ND Courts –ND Courts sends adult and juvenile criminal court case and court event data. This data includes, defendant information, case details, sentencing data and event scheduling information. Juvenile data must not be available to the public. Juvenile data can only be available to admin users with specific permissions and through a password protected account. ND Protection Orders – The system must obtain information from the ND Courts regarding issued ProtectionOrders,Restraining Orders, Orders Prohibiting Contact and Sexual Assault Restraining Orders. This information includes, but is not limited to, order type, case number, respondent, petitioner, and additional protected persons. The data is received innear real timeand allow for notifications to be delivered to victims based on new incoming information and updated information in the file.
